Lanni, Chairperson In re: 1984 OAKLAND COUNTY CULTURAL AFFAIRS GRANT APPLICATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: -WHEREAS the Oakland Counts Board of Commissioners by Miscellaneous Resolution #7003 created the Oakland County Cultural Council; and WHEREAS the Michigan Council for the Arts will provide a matching grant of $5,000 for the period October I. 1983, through September 30. 1984; and WHEREAS it is in the interest of Oakland County to apply for these matching funds. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the filing of a grant application with the Michigan. Council for the Arts, consistent with the attached budget. BE IT FURTHER RESOLVED that the County will not be obligated to pick up the $5,000 in grant monies should this funding cease, BE IT FURTHER. RESOLVED that the Chairperson of the Board of Commissioners be and is hereby authorized to execute said grant. BEEF FURTHER RESOLVED that a written quarterly report: f or review of performance objectives will be submitted to the Public Services Committee and the Oakland County Board of Commissioners. MR. WILLIAM CADDELL, CHAIRPERSON IN RE: 1984 OAKLAND COUNTY CULTURAL AFFAIRS ORGANIZATIONAL SUPPORT GRANT APPLICATION The Finance Committee has reviewed the above Cultural Affairs grant application and finds: 1) The grant covers a period of October 1, 1983 through September 30, 1984, 2) Total program costs are anticipated to be $27,040, 3) This grant is requesting reimbursement of program cost from The Michigan Council for the Arts in the amount of $5,000. 4) It is anticipated that the County portion of $27,040 will be available in the 1984 budget appropriation for Cultural Affairs, 5) That approval or acceptance of this grant does not obligate the County in any way. A complete cost and revenue breakdown comparison to current program is provided in the attached schedule. As a County-wide service organization to the Arts and Humanities, the Council will continue its cultural awareness through various means of comnunication and its resource representatives, but additionally strongly support an advocacy for the arts program within the school system. A workshop co-sponsored with Oakland Schools, Oakland University; Academy for Gifted & Talented, and the OCCC will initiate this program.- Being held at Meadow Brook, May 1983, we will seek . out leaders in communities' art and school programs, fewer cuts, and an awareness for students, teachers, parents and non-parental groups of the importance of the arts at this creative age, The OCCC will play an important role inasmuch as we have the network of comminities and their key volunteers, and it will be our responsibility to keep the program going once begun--and to , latex evaluate its effectiveness. 2.. • ' - . Mny of these officials visit our offices and we feel that we can play a key role in advocating for the arts in 'Michigan, not only as a respected County Arts organizati but through our selected arts representatives in each coolinunity within this culturally rich County of more than one 'million residents. Effective advocacy for the arts is being prioritized. 2.1d Recommended by the Onsite team was a need, for. follow-up which would provide an evaluation for projects completed. This will enable us to ascertain whether a repeat program should he con- sidered; i.e., follow-up on 3 grantsmanship outreach workshops held in 1981. If attendees reply that their efforts had been successful as the result of these workshops, we will give attention to similar programs in other untouched areas of the County in 1983. T h our Ad Uoc Coma;ittee, (representatifves within 50 Oakland County areas) and recently ad with new appointees, we will continue to seek out community needs in-the arts, and if unable to fulfill them at the County level, counsel them towards a successful solution. 2.1f Consideration is being given to an art interview/calendar of events via radio as a community service, Working with arts- administrators., artists, etc. and this media, researching art- related interests, we will seek to air this first such program. Likewise, working with 0.C. Youth Assistance in a Cable TV and the Arts- committee, we will seek good arts programming for young people. 2.1g Utilizing our quarterly Calendar of Events and its "flyleaf newsletter", (the prototype for numerous area Events' Calendars), we will continue to enlarge upon. It and search out additional recipients for its use. Constant monitoring indicates that radio stations read our cultural events from the calendar verbatim, thus giving the art organization, event, etc., additional and free publicity. 5374A0161G For 2a Arts Organization Support Proposal/Report 2.2 In the space below provide a narrative which indicates dharces in your organization;s funding plan to meet current and future operations since your last 0,serational _e_IJuort application. • . . 4 2.2a It was suggested at our On-Site Visitation that the'OCCO seek additional: revenues. • Though we are not actively involved, in programming, and our governmental affiliation limits our abilities to seek funds, consideration is being seriously given to new revenues. . Through our Grantsmen at Oakland County, our Student Internship program (as researchers) and our excellent resource library, corporate gifts as well as available grants will be investigated, 2.2b Our TACTILE EXHIBIT FOR THE VISUALLY IMPAIRED will be self-supporting through corporate monies, The sculptures, once travelled and exhibited, will Chen be returned to the .corporations for their collections. This project not only is a first in Michigan providing a commission. for Michigan sculptors, but offers a means of excellent public relations for our Council, for the VGA that supports us, and for the corporations -involved, This corporate giving program hopefully will make a positive statement to businesses not yet involved in suuport of the arts. 2.2c As part of our "Art in Public Places" programming, and as a means of possible funding, . the County Executive has approved the use of the entire first floor of the design-awarded (Michigan Society of Architects 1982), "Executive Office Building" as a showcase for art, a means of visibility for the Michigan artist, and as a Rental Gallery with remuneration (for the most part) being returned to the artist. The Council will screen the artists . and provide public attention to the Gallery, as well as make the initial arrangements. The actual operation of the Gallery will then he part of the Library loaning system which is centered in the galleria corridor of the building. A contract is being perused by the County attorneys. It has been recommended that a . . portion of the monies realized from the rental/purchase fees be placed in the revenue account of the OCCC and used for operational needs. After consultation with the Attorney General's Office, we have modified the requirement in the following manner: 1. Applicant organizations which solicit and raise at least $50,000 or more each year in public funds through foundations, corporations, governmental units or individuals must provide MCA with a copy of the complete Report of Certified Public Audit, which is required by the Charitable Trust Office of the Michigan Corporation and Securities Division. 2. Applicant organizations which solicit and raise less than $50,000 each year in public funds through foundations, corporations, governmental units or individuals are required to submit a copy of their Charitable Solicitation License or a Certified Public Accountant's assessment of the organization's accounting and bookkeeping system. Organizations which cannot provide the above documentation along with their applications by the January 7, 1983 application deadline must enclose a memo explaining the reasons for delay and indicating the date prior to May 1, 1983 when this material can be expected. We also remind you that MCA guidelines require all organizational applicants to submit a complete TiTancial statement and report of activities for their most recent fiscal year along with the application.
