HomeMy WebLinkAboutResolutions - 1983.03.30 - 11641March 31, 1983 if 83082 Miscellaneous Resolution BY: PLANNING AND BUILDING COMMITTEE IN RE: AUTI1ORlZATION TO RECEIVE BID.S COURTHOUSE FIRE ALARM SYSTEM TO TEE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen WEEREAS, the fire alarm system, throughout the Courthouse Complex, has become unreliable due to obsolesence; and WhEREAS, it is almost impossible to maintain the system due to a lack of available parts; and WHEREAS, the system must be entirely renovated, to ensure the safety of employees and the. public; and WITEEEAS, the cost of a new system, utilizing state-of-the-art solid state components, is estimated at $86,000.00: and WHEREAS, funding for this project is available from the Courthouse Alarm Sys ter: line item in the 1983 Capital Program. NOW THEREFORE BE IT RESOLVED that the Department of Central Services be and is hereby authorized to receive bids for the Courthouse alarm system and a report thereon be made to this Board after receipt and tabulation of such bids. PLANNING AND BUILDING (MMITTEE $ 25,200 50,600 $ 75,800 3,200 7,000 $ 86,000 OAKLAND COUNTY EXECUTIVE DEPARTMENT OF CENTRAL SERVICES FACILITIES ENGINEERING DIVISION COURTHOUSE FIRE ALARM SYSTEM Project 83-4 • March 24, 1983 The Courthouse complex of buildings, namely, the Court Tower, West Wing, Auditorium, and East Wing, was constructed with a fire alarm system As each of the additions to the complex was built, its system was tied into a central controller and thus become part of the overall system. Some of the system components were part of the original 1959 Court Tower construction and none are any younger than 15 years. At that time, the only protection devices available were electro-mechanical in nature, that is, they contain moving parts. As such, they are subject to wear and eventual failure. Further, this system became obsolete in the nineteen sixties. Maintenance and upkeep of the system is becoming increasingly difficult, if not impossible, due to the lack of parts. It is, therefore, being proposed that the entire four-building fire alarm network be completely replaced with a new warning system. The new system would operate on the same principles as the old except solid state components would be used. One slight modification would be the relocation of the annunciator site from the Courthouse to the Safety Division where it can be monitored 24-hours a day. New wiring would also be installed although the existing conduits, raceways, junction and backboxes would be reused. - The buildings are currently divided into zones, each with its original pull station. Activating a new solid state pull station would sound a coded alarm over as many as 75 new horns. The fire control panel in the Safety Division would also light up for the specific station activiated and a local alarm would sound to alert the officers to a fire. The system is also expandable in that additional pull stations and horns can be added. The system is estimated to cost: 1. Equipment, including control unit, pull stations, horns, and relays 2. Labor, including new wiring for pull stations and horns Construction Sub-Total 3. Administrative 2YpnsPs 4. Contingency Total Project Cost The project is listed in the 1983 Capital Improvement Plan at an estimated cost of $100,000.
