March 31, 1983 Miscellaneous Resolution #83083 BY: PLANNING AND BUILDING COMMITTEE IN RE: AUTHORIZATION TO RECEIVE BIDS - ROYAL OAK MARKET INTERIOR ALTERATIONS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS several internal areas of the Royal Oak Market are in need of renovation; and WHEREAS these areas are all located along the north wall of the building, which include the restrooms, furnace room and office; and WHEREAS these renovations will bring the building up to electrical, fire and handicap codes; and WHEREAS this project will also include the replacement of the original furnace which is inefficient and not properly sized for this structure; and WHEREAS it is estimated that this project will cost $48,000; and WHEREAS funding for this project is available from the Royal Oak Market Interior Alterations line item in the 1983 capital program. NOW THEREFORE BE IT RESOLVED that the Department of Central Services be and is hereby authorized to receive bids for the interior renovations to the Royal Oak Market and a report thereon be made to this Board after receipt and tabulation of such bids. Mr. Chairperson, on behalf of the Planning and Building Committee, I move the adoption of the foregoing resolution. OAKLAND COUNTY EXECUTIVE DEPARTMENT OF CENTRAL SERVICES FACILITIES ENGINEERING DIVISION ROYAL OAK MARKET RESTROOMS Project 82-20 March 24, 1983 At the request of the the Maintenance and Operations Division, the Facilities Engineering Division investigated the restroom situation at the Royal Oak Market. The restrooms, as well as an office, a storage room, and a furnace room, are located on the north wall of the Market. These rooms were part of the original 1927 Market construction and appear today pretty much the same as when they were built. The construction materials used at that time have made it increasingly difficult to maintain the entire area as a clean, safe, and efficient space. It is being proposed, therefore, to completely demolish this area and start fresh. Two new restrooms will be constructed, both of which will be larger and meet handicap requirements. A new office and storage room will be built and the original furnace will be replaced with a properly sized, more efficient unit. While this work is being done, new gas and water pipes as well as new wiring will be installed. Original plaster partitions will be replaced with masonry walls and additional storage will be provided in a loft above the restrooms. The appearance from within the Market will be much cleaner, more efficient, and easier to use by both vendors and customers. Also, the area will then be in full compliance with all electrical, fire and handicap codes. A preliminary cost estimate has been prepared: 1. General Construction Trades $ 27,000 2. Mechanical Trades 11,000 3. Electrical Trades 3,000 Construction Sub-Total $ 41,000 Contingency 4,000 Administrative 3- 000- Total Project Cost $ 43,000 Funding for the project is available from the Royal Oak Market Interior Alterations line item in the 1983 Capital Improvement Plant..
