Olsen, Chairperson RE: REORGANIZATION OF THE BOARD OF COMMISSIONERS' STAFF, ESTABLISHMENT OF POSITION OF DIRECTOR OF PROGRAM EVALUATION AND OPERATIONS ANALYSIS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS, Public Act 139 of the Public Acts of 1973 permits the Board of Commissioners to appoint staff to assist the Board in performing its obligation under the Law; and WHEREAS, the Board of Commissioners by Miscellaneous Resolution #82365 appropriated funds and established the salary ranges for these positions to be utilized as Program Evaluation and Operations Analysis staff to assist the Board of Commissioners; and WHEREAS, the Chairperson of the Board of Commissioners appointed an Ad Hoc Committee to review the needs of the Board of Commissioners and make specific implementation recommendations; and WHEREAS, the Ad Hoc Committee has recommended that the Board of Commissioners' staff consist of two Divisions, Administrative and Program Evaluation and Operations Analysis as detailed on the attached Organization Chart; and WHEREAS, the Ad Hoc Committee further recommended the establish- ment of a position with the title of Director of Program Evaluation and Operations Analysis at a salary of $55,278 as established in Miscellaneous Resolution #82360, with a classification description and function statement as contained in the attachment to this resolution. NOW THEREFORE BE IT RESOLVED that the Board of Commissioners' staff be reorganized into an Administrative Division and a Program Evaluation and Operations Analysis Division with appropriate operating budgets, per the attached Organization Chart. BE IT FURTHER RESOLVED that the appointed position of Director of Program Evaluation and Operations Analysis be established with the classification description and function statement as detailed on the attachment to this resolution. BE IT FURTHER RESOLVED that the attached MEMORANDUM OF UNDER- STANDING be and is hereby made a part hereof. Procedure to Bring Matters Before the Board, Section F,, reports with the recommendation tnat this resolution be adopted with the following amendments: that the words for prioritization'' be added at the end of sentence #5 in the MEMORANDUM OF UNDERSTANDING so that it reads, "in the event that a standing committee declines to recommend a project, that project can be referred to the oversight committee by the caucus chairperson for prioritization." Accordingly, this activity will review for the Board of Commissioners the performance of the assigned functions of all County activities and will also report on the efficiency and economy of administration of those activities. Is responsible for ensuring that Board of Commissioner members are provided with requested information regarding proposals involving funding, organizational and/or program changes within the various County departments. Researches and identifies areas of concern, makes analysis and recommendations. Organizes, plans and directs the daily operations of staff. Maintains and develops contact with various personnel and organizations in order to remain current on new government programs and innovative planning and research. SUPERVISION EXERCISED Exercises managerial authority over various professional employees including legislative liaison, program evaluation and operations analysis staff. Instructs, assigns, schedules-, checks and appraises performance and recommends employees for increases or promotion. Recommends on hiring, disciplining and discharge of employees. RESPONSIBILITIES Assist the Board of Commisioners in the development of policies to be followed by government of Oakland County and in the establishment of ordinances and rules necessary for the efficient conduct of County business including the adoption and enforcement of rules establishing and defining the authority, duties, and responsibilities of County departments and offices, as well as consolidating County departments or transferring functions from one department to another pursuant to the requirements of Public Act 139 of 1973, the Unified Form of County Government Act, as amended by Public Act 100 of 1980. Assist the Board of Commissioners in the evaluation of programs and resolutions presented by County departments, making recommendations to the Board and its committees when appropriate. Assist the Board of Commissioners in the annual process of reviewing and adopting the County budget and work program and in the process of adopting, revising and updating a long range capital improvement program and capital budget. Assist the Board of Commissioners with its responsibility to make appropriations, levy taxes, and incur indebtedness in the manner authorized by law for the carryinc, out of functions, powers and duties granted or imposed upon the County or upon an office of department of the County as provided by law. Assist the Board of Commissioners with its responsibility to adopt a classification and pay plan for positions in the County service, which shall provide uniform compensation for like service. Assist the Board of Commissioners with its responsibility to develop and adopt personnel rules governing County employment including operation of the Oakland County Merit System. Assist the Board of Commissioners with its responsibility to inquire into the official conduct of County offices including coordination of the Annual County Audit. Assist the Board of Commissioners with its responsibility to adopt and revise a comprehensive plan for County development as provided by law. Assist the Board of Commissioners with its negotiations and deliberations resulting in agreements with other governmental or quasi-governmental entities for the performance of services jointly. Assist the Board of Commissioners in its consideration and acceptance of gifts and grants-in-aid from a government or private source. Assist the Board of Commissioners with its responsibilities relating to review and adoption of positions regarding legislative actions at the Federal, State and Local level, including provision of a liaison functions between these governmental agencies. Assist the Board of Commissioners in the performance of its public relations responsibilities. POSITION STATUS This classification is an appointed position exempt from Merit System as defined in Rule I. The salary range shall be determined by the Board of Commissioners. The required prerequisites for filling this position and the qualifications of the candidates shall be determined by the discretion of the Board or Commissioners. Candidates for this position shall be recommended to the Board of Commissioners by the Chairperson of the Board of Commissioners. The hiring and/or dismissal of the person filling such position shall be confirmed by a majority vote of the Board of Commissioners. All individuals are prohibited from partisan political activity during working hours. 2. All requests are subject to prioritization by a joint oversight committee to be composed of the Chairperson of the Board of Commissioners and the respective caucus chairpersons. 3. The selection of individuals to fill the above referenced positions is subject to the majority approval of the joint oversight committee. 4. Requests from individual members of the Board of Commissioners shall be forwarded to the appropriate staff persons upon the affirmative vote of the respective standing committees of the Board of Commissioners. 5. In the event that a standing committee declines to recommend a project, that project can be referred to the oversight committee by the caucus chairperson. Richard R. Dr. Caddell stated he would like to offer an amendment and because of financial implication involved in this, he moved that the rules be suspended so we can deal with the proposal.
