Mr. Chairperson, Ladies and '!;,entlemen:
1,:',/PEREAS the Oakland County Parks and Recreation Commission applied
fcr funding to acquire and oreserve 300-F acres of sensitive wetlands located within.
the Clinton River Watershed, south and adjacent to indeoendence Oaks Cou,ity Park,
from the Michigan Land Trust,
WHEREAS Independence Oaks Park was acctuired and develooed with
Department of Interior, Heritade Conservation and Recreation Se:-. ice
funds; and
WHEREAS the Oakland County Perks and Recreation Cor.-7 -...; has
invested some $3.5 million dollars in the acquisition. and development of the
independence Oaks County Park; and
WhEREAS the Michioari Land Trust has notified the Oakland Cou,,:-aty
Parks
Recreation Commission indicating this property as a priority

WHEREAS the Edward C. Levy Company has ootioned said pro ,-) -{ies
cm ..,,ldecf use of gravel mining o?erations; and
WHEREAS this proposed operation would render useless the proposed
h-.4:nt and goals of the adopted wetlands legislation; and
WhAs the key features of this oark are the :present wetland and
mere thn : —cres and eight miles of trails through qu;et, scenic natk;711 oeauty,
WHEREAS the park is used by some 141,000 residents durir, die year; and
V,HEREAS the intent of the master plan is to pi -ovide and orotect a unique
natural environme,J for the -esidents of Oakland County and surrounding areas; and
WHEREAS the Public has entrusted the Parks and Recreation Commission
and staff with the preservation of this environment and the Juty to oppose those
uses which would destroy or seriously alter the °resent condition of this orooerty; and

WHEREAS the impact of this proposal on this park has not fully nor
adequately been addressed. Potential loss of revenue will be the result of
decreased usage due to noise, increased traffic hazards, alteration of the
present ecosystems, hydrolociical impact on the wetlands, as well as general
aesthetics to the area.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board
of Commissioners opposes the proposed use of this property for mining operations
or other such use which would destroy or seriously alter the present condition
of the property.
BE IT FURTHER RESOLVED that any such proposals should be
accompanied by the appropriate documentation including an impartial Environ-
mental Impact Statement prior to reviews and action required by the appropriate
9overninc, bodies.

for consideration of the resolution.

A sufficient majority having voted therefor, the motion carried.
Moved by Richard Kuhn supported by Gosling the resolution be adopted.
Mr. Kuhn requested Jean Fox, member of the Parks and Recreation Commission
be allowed to address the Board. There were no objections.
Mrs. Fox addressed the Board.
