Enclosed please find copies of resolutions adopted
by the Bay County Board of Commissioners at their meeting of
Tuesday, October 11, 1983. The Board wishes you to be aware
of their position on the following issues:
1. Res, No. 83286 - Treatment of school retirement payments
as a return to local government;
2. Res. No 83288 - Jobs Bill Funding - use for county jail
improvements;
3. Res. No. 83289 - Consumer relief from nuclear plant
construction.

BY LAW ENFORCEMENT/JUDICIAL COMMITTEE (9/22/83)
WHEREAS, THE BAY COUNTY BOARD OF COMMISSIONERS IS AWARE OF THE
CONSTRUCTION OF A NUCLEAR PLANT IN MIDLAND, MICHIGAN, SAID PLANT BEING CONSTRUCTED BY
CONSUMERS POWER COMPANY; AND
WHEREAS, THE PEOPLE OF OUR COUNTY WILL BE DIRECTLY AFFECTED BY
INCREASED UTILITY RATES TO PROVIDE THE COSTS OF SAID CONSTRUCTION; AND
WHEREAS, CONSUMERS POWER COMPANY IS A STOCKHOLDER CORPORATION
AND IT SHOULD BE THE RESPONSIBILITY OF ITS STOCKHOLDERS/BONDHOLDERS TO ASSUME ANY
CONSTRUCTION COSTS OR ANOTHER MEANS SHOULD BE FOUND TO PROVIDE THESE COSTS WITHOUT PASSING
ADDITIONAL COSTS ON TO THE CONSUMERS; NOW, THEREFORE, BE IT
RESOLVED THAT IT IS THE DESIRE OF THE BAY COUNTY BOARD OF
COMMISSIONERS THAT THE STATE LEGISLATURE AND OUR U.S. SENATORS AND REPRESENTATIVES ADDRESS
THIS PROBLEM TO PROVIDE RELIEF TO THE CONSUMERS, AND FURTHER, THAT THIS RESOLUTION BE
ADOPTED BY THE MICHIGAN ASSOCIATION OF COUNTIES AND THAT OTHER BOARDS OF COMMISSIONERS
SUPPORT THIS RESOLUTION AND URGE THE SUPPORT OF THEIR STATE LEGISLATORS AND U.S. SENATORS
AND REPRESENTATIVES; BE IT FURTHER
RESOLVED THAT COPIES OF THIS RESOLUTION BE FORWARDED TO
STATE REPRESENTATIVES THOMAS HICKNER AND LEWIS DODAK, STATE SENATOR JAMES GARCIA, U.S.
SENATOR DONALD RIEGLE, U.S. SENATOR CARL LEVIN, CONGRESSMAN BOB TRAXLER, AND THE MICHIGAN
ASSOCIATION OF COUNTIES.
