HOUSE FUNDING - 1983 DISBURSEMENT AGREEMENT To the Oakland County Board of Commissioners Mr. Chairperson, Ladies and Gentlemen: WHEREAS the C.Y.E.R.A. House provides shelter, counseling and crisis intervention services for young people in crisis situations; and WHEREAS the Health and Human Resources Committee will e reviewing C.Y.E.R.A. House's funding request for 1984; and WHEREAS, the Health and Human Resources Committee having reviewed the programs of C.Y.E.R.A. House recommends that Oakland County fund C.Y.E.R.A. House for the 4th fiscal quarter of 1983 in the amount of $1,875.00. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorize funding in an amount not to exceed $1,875.00 to C.Y.E.R.A. House in accordance with the attached agreement between C.Y.E.R.A. House and the Oakland County Juvenile Division with the understanding that the rate may be changed to reflect increased costs. Mr. Chairperson, on behalf of the Health and Human Resources Committee, I move the adoption of the foregoing resolution. HEALTH AND HUMAN RESOURCES COMMITTEE AGREEMENT PROBATE/JUVENILE COURT COUNTY OF OAKLAND THIS AGREEMENT, made this day of 1983, between the PROBATE/JUVENILE COURT for the COUNTY OF OAKLAND, hereinafter called "COURT" and C.Y.E.R.A< House, situated at 86 Parkhurst, Pontiac, Michigan. WHEREAS C.Y.E.R.A. House, a community based, private, non-profit, licensed child care institution, exists to provide shelter and counseling to young people in crisis. While services are targeted to Oakland County residents, C.Y.E.R.A. House will serve any youth who meets their eligibility requirements. C.Y.E.R.A. House seeks to provide a voluntary community based program for runaways, throwaways, and young people in crisis. C.Y.E.R.A. House's primary goals include preventing court involvement of youth, and reconciling young people and their families. Services are provided without cost to families, and include emergency sheltercare (with parental consent), daily group counseling, individual and family counseling, foster home care, and information and referral. WHEREAS, the Board of Commissioners is supportive of C.Y.B.R.A. House's service availability to Oakland County residents has a history of support for such programs and has allocated funds not to exceed $1,875.00 for 1983, to be disseminated through the Juvenile Court budget. IT IS HEREBY AGREED THAT the Oakland County Juvenile Court, the Status Offender program, and the Youth Assistance caseworkers, will make referrals to the C.Y.E.R.A. House where appropriate. Witness DATE: John E. Dowsett, Director Juvenile Services Oakland County Juvenile Court Witness C.Y.E.R.A. House DATE: C.Y.E.R.A. House shall be reimbursed at the rate of $23.21 per day, per child that has been referred by the Oakland County Juvenile Court programs, up to $1,875.00 during the County 1983 budget period. This rate is applicable regardless of the client's wardship status. This reimbursement shall be retroactive to the beginning of the fourth quarter of the County budget year (October 1, 1983). C.Y.E.R.A. House maintains the right to determine eligibility of clients for its program and to terminate clients from services if deemed necessary. IT IS recognized that the C.Y.E.R.A. House will continue to provide services to clients referred by Oakland County Juvenile Court if the $1,875.00 available for payment is exhausted. HOUSE FUNDING - 1983- DISBURSEMENT AGREEMENT TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: Pursuant to Rule XI-C of this Board, the Finance Committee has reviewed Miscellaneous Resolution #83283 and finds $1,875 available in the 1983 Contingency Account to fund said program. Further, the Board of Commissioners appropriates $1,875 from the 1983 Con- tingency Account and transfers said amount to a 1983 Non-Departmental Account for appropriation to outside agencies. Further, that the Health and Human Resources Committee review County partici- pation in this program and make a recommendation to the Finance Committee for inclusion in the 1984 final budget.
