In Re: JAIL COMPLEX CONSTRUCTION FOR SECURITY OF SKYLIGHTS

To the Oakland County Board of Commissioners
Mr. Chairman, Ladies, and Gentlemen:
WHEREAS two prisoners recently escaped from the Oakland County
Jail via the skylights; and
WHEREAS the Sheriff requested the Facilities & Maintenance Division
to prepare a plan for securing the skylights to eliminate this possible
escape route; and
WHEREAS the Maintenance Division looked at several alternatives
and determined that the most feasible and least costly plan would be to
fabricate ten-inch grid screens from 1,-" x 1" aluminum straps which will
be placed over the exterior of the skylights; and
WHEREAS the Sheriff's Department has also recommended the least
costly alternative; and
WHEREAS the total cost of this project is estimated to be $13,000.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board
of Commissioners does hereby approve the least costly alternative plan
for the securing of the jail skylights for a total project cost not to exceed
$13, 000.
Mr. Chairman, on behalf of the Planning and Building Committee, I
move the adoption of the foregoing resolution.

JAIL SKYLIGHT REINFORCEMENTS
August 11, 1983
After the recent escape of two (2) prisoners, from the Oakland County
Jail, the Sheriff requested the Facilities Maintenance Division to prepare
a plan for securing the skylights, to eliminate this possible escape route.
The prisoners escaped by sawing through their cell bars, which allowed
them access to a prisoner walkway, but still did not allow access to the
skylights. They then sawed through a second set of bars, which separated
the prisoner walkway from the guard walkway, which then gave them access to
the skylights, through which they eventually escaped.
BARS
The Maintenance Division looked at several alternatives and determined
that the most feasible and least costly plan would be-4, -fabricate 10" grid
screens from 1/4" x 1" aluminum straps which will be placed over the exterior
of the skylights. The total cost for this project is estimated at $13,000.00.
Since all of the skylights are alarmed and located in areas not accessible
to the prisoners, it is the opinion of the County Executive that with the
proper utilization of manpower there is no need for these alterations. We are,
therefore, not recommending this project.

LAW ENFORCEMENT COMPLEX SECURITY IMPROVEMENTS oita,
Having reviewed the brief descriptions and cost estimates of the items to pro-
vide additional security measures at the Law Enforcement Complex, be advised
that we agree with Proposal "B" with the 10" center aluminum metal straps fas-
tened on the outside.
Please proceed with all due haste.

The following are brief descriptions and cost estimates of items to provide -
additional security measures at the Law Enforcement Complex.
1. Skylight Reinforcement
The folliwng alternates and costs are based on providing an additional
barrier which would impede the escape of a prisoner through the
skylights. These barriers are only intended to slow down an attempted
escape through the skylights.
A. Install aluminum security screens over the exterior of the
skylights. The screens are to have a #12 mesh and are similar to
the security detention screens in the Children's Village Complex.
However, the mesh will block out approximately 50 percent of the
natural sunlight which I suspect would violate the state's code
- requirements for natural sunlight in the cell areas.
• (1) Estimated cost for second floor skylights - $16,000
(2) Estimated cost for trusty and women's division - $10,600
B. Fabricate and install a 10" grid screen constructed of 1/4" x In
aluminum straps over the exterior of the skylights.
(1) Estimated cost for the second floor skylights - $ 8,000
(2) Estimated cost for the trusty and women's division - $ 5,000
C. Fabricate and install a diamond mesh horizontal barrier in the
opening to the skylights inside the jail.
(1) Estimated cost for the second floor skylights - $14,000
(2) Estimated cost for the trusty and women's division - $ 9,000
Comments: Access to the area above the barrier will be necessary
for painting and other maintenance purposes. This barrier would
have to be constructed so that it could be removed or support the
weight of a person working above the barrier. Also, if a prisoner
was able to get above the barrier, the barrier itself could be used
to the prisoners advantage in exiting through the skylight. In
summary, this solution may create more problems than it would solve.

Mr. Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-C of this Board, the Finance Committee has reviewed
Miscellaneous Resolution #83230 and finds $13,000 necessary to fund this
project; said funds available in the 1983 Capital Improvement Program-Jail
Expansion Project.
