IN RE: REQUEST FOR OPERATIONAL AND COST ANALYSIS FROM SEMTA ON PROPOSED
CHANGE IN TRANSPORTATION SERVICE
To the Oakland County Board of Commissioners
Mr. Chairperson, Ladies, and Gentlemen:
WHEREAS SEMTA has determined to make major cuts in mass transit
service in Oakland County, effective October 17, 1983; and
WHEREAS included in these cutbacks is the elimination of
the Commuter Rail and major cuts in large and small bus service in Oakland
County; and
WHEREAS the public has not been apprised of the criteria
for service retention on a route-by-route basis; and
WHEREAS it appears that providing such information could
lead to a better understanding and resolving of SEMTA's existing financial
problems.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board
of Commissioners hereby requests that the SEMTA staff
provide this Board with operational and cost analysis on the proposed
retention, reduction, or elimination of transportation service as per
Attachment A by September 29, 1983.
Mr. Chairperson, I move the adoption of the foregoing resolution.

LINEHAUL BUS ROUTES
a. SEMT:Ys estimates of the following for each SEMTA bus
route for the fiscal year ending June 30, 1983:
1. total passengers carried
2. total passenger-miles carried
3. total revenue generated
4. total vehicle-hours of travel
5, total vehicle-miles of travel
6. totel number of vehicles required to provide service
duriveJ peak hours
7 total operating cost
b. SEMTA's estimate of the unit costs (eg, by vehicle-hour,
vehicle-mile, etc.) for operating line haul bus services
during the balance of SEMTA's current fiscal year.
c. SEMTA's estimate of the projected passenger trips,
passenger-miles of travel, revenues, and expenses
applicable to the period beginning October 17, 1983 and
ending June 30, 1984 for all line haul bus routes (taken
as a single group) that are to be retained after October
17, 1983 and that do not serve Oakland County
