TO THE OAlaAND COUNTY BOARD OF COMMISSTONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS, the Oakland County Council for Emergency Medical
Services has prepared. the Emergency Medical Services Plan for
Oakland County; and
WHEREAS., the Oakland County Board of Commissioners has
approved the EMS Plan for Oakland County by Miscellaneous
Resolution 17244; and
WNERTAS, the EMS Plan, in pert, recommends the estahlishment
of an EMS communications system; and
WHEREAS, a major component of such a system is a mobile
communications network; and
WHEREAS, the EMS Council recommends that a grant application
be submitted to the Office of Highway Safety Planning requesting
funding to substantially complete the Mobile Communications, Network;
and
WHEREAS, the Finance Committee has found that no County funds
will be required either now or in the future as a. result of this
grant application.
NOW, THEREFORE, BE IT RESOLVED that the Public Services
Committee recommends that the Oakland. County Board of Commissioners
authorize the filing of a grant application to the Office of
Highway Safety Planning for the purposes of securing funding for
the Medical Emergency Mobile Communications Network within Oakland
'County, consistent with the attached budget; and
BE IT FURTHER RESOLVED that the Chairperson of the Board of
Commissioners is authorized to sign the application; and
BE IT FURTHER RESOLVED that the Emergency Medical Services and
Disaster Control Division staff and the Council will provide
written quarterly reports to the Public Services Committee.
The Public Services Committee, by Henry W. Hoot, Chairman,
moves the adoption of the foregoing resolution.

IN RE: MEDICAL EMERGENCY MOBILE COMMUNICATIONS GRANT APPLICATION
The Finance Committee has reviewed the Subject Medical Emergency
Mobile Communications Grant and finds:
1) The Subject Grant application to the Michigan State Office of
Highway Safety Planning is for the purpose of improving the EMS communi-
cations system within Oakland County,
2) This program calls for anticipated funds of $45,000, during the
period June 1, 1980 through May 31, 1931,
3) The entire $45,000 is for the purchase of fifteen (15) VHF radios,
4) The source of funding is 70% State ($31,500), and 30% Local
($13,500) with no County funds required,
5) Application or acceptance of this grant does not obligate the
County beyond the grant period.
The Finance Committee by Dennis Murphy, Chairperson, recommends
acceptance of the foregoing report, and the referral of the information
contained therein to the Public Services Committee in accordance with
Miscellaneous Resolution 4145 - Federal and State Grant Procedures.

II. STATEMENT OF THE PROBLEM AND BACKGROUND INFORMATION
At the present time 68% of Oakland County's emergency medical vehicles
are equipped with VHF radios for direct two-way communications between
the hospital emergency denartments and the transnorting EMS vehicles.
In order to insure the highest standard of patient care, it is impera-
tive that as many EMS vehicles as possible be able to communicate
directly to emergency department physicians,
The following list gives the names of the organizations socking grant
funds for communications equinment and the number of radios each
organization needs to furnish all EMS units with two-way VHF radios:

- Many of the EMS vehicles not currently possessing VHF radios are
operating in the northern and western parts of Oakland County (see
exhibits 1 and 2). Some of these ulore rural areas are twenty miles
away from a full resource medical care facility.
At the Present time many of the municipalities in the northern and
western portions of Oakland County are experiencing a rapid popula-
tion growth which results in more automotive accidents, due to over-
drowding of existing roads. Additionally, the proposed I-27S OXIITOSS-
way, along with rising traffic on existing interstate freeways should'
increase the amount of high speed collisions which often result in
severe trauma,
Unfortunately, due to lack of communications equipment aboard some
of the EMS vehicles, there is no link between the hospital and the
EMT's in the field. Such communications would enable physicians within
busy hospitals to give instructions via the radio, thus, assisting
the EMT when requested. Furthermore, advance notification to the
hospitals of incoming patients will facilitate the sDeCci and care given
to the critically injured ',IVOR arrival to the hospital.
Currently, the only direct mobile communications that any emergency
transportation vehicle listed in this grant request has with a base
hospital is via telephone which, in view of the increasing number of
emergency cases being handled by EMS units lacking VHF radios is
totally inadequate.
Considerable planning for a communications system has been undertaken
in Southeastern Michigan and more specifically Oakland- County.
Currently within Oakland County there are nine facilities which provide
emergency medical care. (see exhibit III) All of these hospitals have
communications systems that are judged satisfactory by the Greater
Detroit Area Hospital Council and the Oakland County Council for
Emergency Medical Services (OAKEMS).

However, only 68% of all .emergency medical vehicles have communica-
tions systems that moet .OAKEMS specifications. The difficulties
and dangers involved insubstandard vehicle communications have
previously been mentioned. If the organizations named in this•-• •-
grant request receive the radio equipment_ needed will raise
the standard of properly equipped vehicles . in Oakland County to
92%. Hopefully, 100% compliance will soon be in effect.
The organizations named in this grant request,:act as the primary
EMS responders for over 25. municipalities (see exhibit. I) in
Oakland County. Additionally, these organizations provide backup
support for virtually all, of nakTand County.
Many of the communities shown in exhibit II are experiencing rapid
population •growth,4expecially along rapid transit regions such as
the corridor surrounding I-75 in Independence and Springfield -
Townships and areas around (the soon-to-be-widened) M-59 in. Highland.
and White Lake Townships.
The combination of increasing Population and often lengthy rides
to medical facilities male it obvious that in order to insure the
highest level of patient care, the VHF radio equipment requested
is a necessity for the EMS agencies named in the grant proposal
in order to provide the highest quality of medical care possible.
