EN RE : TRANSFER OF CETA TITLE II-D TRAINING FUNDS
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous
Resolution No. 6546 and 8883 applied for and was granted the designation as Prime
Sponsor by the U.S. Department of Labor to administer the provisions of the Compre-
hensive Employment and Training Act of 1973 and the Comprehensive Employment and
Training Act Amendments of 1978; and
WHEREAS the CETA Regulations require that fifteen percent (15%) of
the available Title II-D Fiscal Year 1980 funds to be set aside for participant
training; and
WHEREAS all Program Agents have been allocated their training funds
directly while the training funds for the Balance of County subrecipients have been
caMbined into a pool; and
WHEREAS the Prime Sponsor is going to award contracts for P.S.E.
Orientation Classes which will be run county-wide and paid for with funds from the
training pool; and
WHEREAS since the Program Agent's participants will also be attending
the P.S.E. Orientation Classes it will be necessary to transfer some of the Program
Agent training funds into the training pool to cover the cost of the Program Agent's
participants being trained.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commiss-
ioners approve the transfer of training funds from Program Agents to the training
pool in accordance with the attached schedule.
BE IT FUR ur RESOLVED that a quarterly report for review of per-
formance objectives will be submitted to the Public Services Committee and the
Oakland County Board of Coamissioners.
Mr. Chairperson, on behalf of the Public Services Committee, I move

Dear Mr. Danielson:-
With reference to our telephone conversation of yesterday,
wherein was predicated the necessity for recapturing
approximately 1/3 of our (unspent) FFY80 Tla3ning
funds solely for utilization with regard to the p-eemploy-
ment training costs of future City of Pontiac P',F <:prollees,
please be advised that I am in support of such an action
being promulgated.

As you may perceive from the attached, no fiscal hardships
upon the City of Pontiac CETA Training program will be
induced by the reallocation, providing it is at the level
that we discussed. I trust your office will inform us of
all:Hof the pertinent details regarding this action at the
appropriate time(s).
