IN RE : Redistribution of CETA Funds in Titles II-D and VI
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous
Resolutions No. 6546 and 8883 applied for and was granted the designation as
Prime Sponsor by the U. S. Department of Labor to administer the provisions of
the Cbmprehensive Employment and Training Act of 1973 and the Comprehensive
Employment and Training Act Amendments of 1978; and
WHEREAS Oakland County was designated to receive $592,886 of
Title VI discretionary funds on June 11, 1980; and
WHEREAS the U.S. Department of Labor representative advised the
Prime Sponsor to program an allocation and provide the necessary acceptance pro-
cedures; and
WHEREAS the Oakland County Board of Commissioners by Resolution No.
9474 dated June 19, 1980, approved the allocation of these funds (Attachment A);
and
WHEREAS the Department of Labor advised the Prime Sponsor on
July 31, 1980 that these funds are not available for allocation; and
WHEREAS the Department of Labor has suggested that the Prime Sponsor
transfer eligible Title va participants to Title II-D and use Title II-D training
funds to support Public Service Employment to avoid layoffs in Title VI
(Attachment B).
NOW THEREFORE RE IT RESOLVED that the Oakland County Board of
Commissioners hereby rescinds Resolution No. 9474.
BE IT FURTHER RESCUED that the Oakland County Board of Commissioners
approve the transfer of P.S.E. participants, effective July 1, 1980, from Title Vi
to Title II-D in accordance with Attachment C.
BE IT FURTHER RESOLVED'that the Oakland County Board of Commissioners
approve using $268,713.59 of Title II-D training funds for participant wages and
benefits in Title II-D and using $151,878.63 from the Administrative Cost Pool for
participant wages and benefits in Title VI.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners
approve redistributing funds in Titles II-D and va in accordance with Attachment D.
BE IT FURTHER RESOLVED that if written authority is not received from
the 5th Region Office of the Department of Labor and from the Office of the Inspector
General allowing the use of Title II-D training funds for participant wages and
benefits in Title II-D, that none of the above referenced actions be implemented.
BE IT FURTHER RESOLVED that if the authority to use training funds for
wages and benefits is not received by Wednesday, August 20, 1980, the Prime Sponsor
shall proceed to issue layoff notices to the 424 affected participants in Title VI.

Mr. Chairperson, Ladies and Gentlemen:
W-HIFEAS the Oakland County Board of .Comissioners by Miscellaneous

Resolution No. 6546 and 8883 applied for nnd was granted the designation as Prime
Sponsor by the U.S.. Department of *Labor to administer the provisions of the Compre-
hensive 0 loyment and Training Act of 1973 and the Comprehensive Effployment and

. WEEMS on February 23, 1930, a contingency representing the
County Pri.rre Sponsor made a trip to the Fifth Region Offices in Chicago to explain -
the expected financial sholLfall in the PSE Program and td request additional
-- -.Lands; and
WEE--/EAS the State of Michigan has been awarded $774, t of additional
funds In CETA Title VI; and
- /
- WEREAS Oakland County has been targeted to receive $592,886 of the
State's total award; and

WHEREAS this now gives the Prime Sponsor slIfficient funds to suppo
all existing Title VI participants thru September 15, 1980, if the hiring freeze is
raintained.
'NOW THEREFORE BE IT RESOLVED that the Oakland County Poard of Can
sioners receive $592,886 of new funds and approve the allocation of CETA Title VI
funds in accordance with the attached schedule.
BE IT FURTHER RESOLVED that a quarterly repol -L for review of performance •
objectives will be submitted to the Public Services Committee and the Oa' IL t County
Board of Coffmissioners.
