IN RE: 1981 COOPERATIVE REIMBURSEMENT PROGRAM APPLICATION-PROSECUTOR'S
OFFICE
The Finance Committee has reviewed the 1981 Cooperative Reimbursement
Program Application - Prosecutor's Office and finds:
1) This is the ninth year of a continuing grant for the purpose
of establishing paternity for children receiving ADC, and in-
vestigating and prosecuting cases of fraud directly related to
child support,
2) This grant covers the period January 1, 1981 through December
31, 1981,
3) The total program request is $462,635, which is $67,293 or 13%
less than the 1980 program. Included in the $67,293 difference
is $7,914 increase for Salary Adjustments, which includes reduc-
tion of one (1) position, $47,537 decrease in indirect costs,
$25,588 decrease in fringe benefit costs and $2,082 decrease
in operating costs,
4) Of the $462,635 requested, $432,017 or 93% would be State funds
and $30,618 or 7% will be County funds; consisting of $23,362 in
Salaries, $5,585 in operating costs fun in the Prosecutor's
1981 Budget and $1,671 in indirect costs for the County funded
positions.
A complete cost breakdown is provided in the attached schedule.
Mr. Chairperson, on behalf of the Finance Committee, I recommend
acceptance of the foregoing report and referral of the information contained
therein to the Public Services Committee in accordance with Miscellaneous
Resolution #8145, revised Federal and State Grant Application Procedures,

(1) Chief of the Family Su?Tort Division
Duties and Responsibilities: The Chief of the Family Support Division shall be an
Assistant Prosecuting Attorney and shall be the supervisor of all legal, investigative, ,
secretarial and clerical staff of the Family Support Division. He shall report directly
to the Chief Assistant Prosecutor. He shall devote his full time to the Family Support
Division, which has the responsibility of processing all complaints under the Family Support
7EESA, Paternity, Emancipation of Minors Act, Criminal Non-Support Statute and Federal Law
P.L093-647. The Family Support Division also has the responsibility of processing all
lfare Fraud cases. He shall assign, direct, coordinate and review the work of division
personnel. Under the general direction of the Prosecuting Attorney and Chief Assistant
Prosecutor, he is expected to assume considerable responsibility and initiative in the
performance of assigned duties and within established department policies is resnonsible for
work methods and procedures, being accountable generally only for results. This position
shall be fully funded by the State.
(2) Assistant Prosecutor III
Duties an,. Responsi.i ities: The Assistant Prosecutors III will be assigned to the
Family Support Division on a full-time basis. They will assist the Division Chief in
processing all cases which come within the jurisdiction of the Family Support Division.
They shall be responsible for the bulk of court appearances, case preparation, legal
research and related duties as assigned by the Division Chief.
-,loyment Prerequisites: All Assistant Prosecuting Attorneys in the Family Support
Division must be persons with a law degree from an accredited law schoolwho have Passed
the State Bar Examination and who are active members of the State Bar of Michigan.

(1) Para-Legal
Duties and Responsibilities: The Para-Legal shall conduct initial screen:i.ng of parties
who desire to initiate child support action. Under the direction of the Division Chief, he
shall interview parties and witnesses, conduct legal resnaree. and evaluate evidence. He
shall rssist in the develoment of cases for trial, neenaee settlement of child sunnort
natters within established departmental Fuidelines an,LI recommendations to the Assistant
Prosecuting Attorneys regarding case disposition. The 'd7:-.7.-LeTial shall perform related duties
as assigned. This position will be fuilv funded by the State.
Employment Prerequisites: The Para-Legal shall possess a certificate or degree from an
accredited college or university.
(1) Legal Secretary
Duties and F!snonsibilities: The legal Secretary shall be responsible for the taking
and transcribing of dictation from the ettorneys employed in the Family Support Division.
She shall be responsible for the nrepareLion and Processing of all notions, briefs,
interrogatories, answers to notions, appeal briefs and other legal Paper which are not
standard forms, as related to the Feejly Support Division. She shall be resPonsible for
the scheduling and maintaining of -7Ae appointrent book for the entire legal staff. This
position will be fully funded by the County.
(6) Clerk III
Duties and Responsibilities: Employees of this classification have substantial contacts
with clients, attorneys and other public agencies relative to all family sunport actions.
Clerk III's initiate a variety of legal documents and review them for conformance with
departmental regulations and Procedures. They assist clients in the Preparation of
specialized documents and torus and interpret departmental regulations and Procedures as
they apply to individual support cases. Clerk III's also perform general clerical work
such as typing correspondence, reports, records, screening telephone calls, maintaining
general office files, and Performing other related duties as assigned. One Person in this
classification acts as the receptionist for the Family SuPport Division, serving clients in
many specialized clerical services. These services require irrrediate action. Duties include
answering inquiries from clients and attorneys, screening telephone calls, verifying
application forms, sorting mail, filing and general duties as assigned, These positions will

STATE YOUR GOAL:
The goal of the Family Support Division is the effective enforcement of federal
and state laws relating to the establishment of paternity and securing court orders
for child support. In cooperation with the Department of Social Services, through the
office of child support, the Division seeks to reduce the number of families on welfare by
shifting the burden for the support of minor children back to those legally liable and
financially able to do so.
Objective #1: To make Child support legal services available to persons eligible
for these services who reside in Oakland County.
Activities: Include receipt of all referrals from the Department of Social Services,
interview clients, make timely decisions regarding case initiation and notify the
Support Unit of action taken. The Department of Social Services is expected to supply
as complete and accurate information as possible When making a referral.
Objective #2: To locate and serve absent parents who may be found in Oakland County.
Activities include utilization of all available resources by the investigative staff
after basic information is supplied by the Support Unit to locate and serve absent parents
and putative fathers who may he found in Oakland County.
Objective #3: To establish through court order the absent parent's obligation of
Child support.
Activities include preparation and filing of a complaint under one of the following
Michigan statutes: Family Support, Emancipation of Minors, Paternit ,7, URESA or Criminal
Non-Support. Additional activities include scheduling blood tests, ,v7z1--Ing court
appearances, handling motions, preparing orders, depositions, interrogatories, etc. To
this end, the Department of Social Services is expected to keep the Family Support
