HomeMy WebLinkAboutResolutions - 1980.12.11 - 11846Date December 11, 1980 Miscellaneous Resolution 9645 BY PUBLIC SERVICES comurrEE - Henry William Hoot, Chairman IN RE : TITLE II-D AND VT FISCAL YEAR 1981 TRAINING PROGRIN1 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution Nos. 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the U.S. Department of Labor to administer the provisions of the Compre- hensive Employment and Training Act of 1973 and the Comprehensive Employment and Training Act Amendments of 1978; and WHEREAS the Federal Regulations governing CETA mandate that funds amounting to 20% of the Title II-D grant and 5% of the Title VI grant be used to provide training and educational opportunities to Public Service EMployment partici- pants during fiscal year 1981; and WHEREAS the current approved schools listing (Attachment #1), approved by the Oakland County Board of Commissioners, is not sufficient to meet the varied needs of all current and future PSE participants and necessitates the addition of selected training schools; and WHEREAS the Prime Sponsor needs the flexibility, which it was given last fiscal year, to respond on a timely basis to requests for specific types of training from participants and/or worksites, NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners grant approval for the subrecipients of the Prime Sponsor to negotiate and implement a limited number of small contracts with training organizations to provide for PSE training in accordance with the criteria identified in Attachment #2. BE IT FURTHER RESOLVED that a detailed quarterly report of these contracts be submitted to the Public Services Committee and the Oakland County Board of Commissioners for their review, Mt. Chairperson, on behalf of the Public Services Committee, I move the adoption of the foregoing resolution. PUBLIC SERVICES movirriTIE ATTACHMENT NO. 1 TRAINING INSTITUTIONS APPROVED FOR TITLES II-D a: VI PARTICIPANT TRAINING Academy of Hair Design Allied Careers Bela School of Cosmetology Control Data Institute Dorsey School of Business Fashion Institute of America Independent Key Punch Institute International Transportation Institute Jewish Community Center Michigan Paraprofessional Pontiac Business Institute R.E.T.S. Ross Business Institute Ross Medical Education Center Service Employment Redevelopment Weldor Training Center All State supported high schools, colleges and universities are also approved. NOTE: Any training begun by a FSE participant during FY-80 may be completed even if the training institution is not on the approved list for FY-81. ATTACLkrr „ 2 CRITERIA FOR ADDITIO 1. Training institutions added to the approved schools listing during the fiscal year shall be limited to contracts not to exceed $10,000.00 without prior approval of the Oakland County Board of Commissioners. 2. Prospective training institutions bnc to have deficiencies regarding audits or records maintenance wil1.npt be consided without prior approval of the SJ-land County Board of Commissioners in cases wfiere the Prime Sponsor feels the institution would be beneficial to the program. 3. Requests for the addition of specific training institutions, other than those on a tuition reimbursement basis, shall be submitted in writing to the Prime Sponsor and shall include the following data: A complete training proposal defining the course curriculum, past performance of the program in question, the fiscal capabilities of the organization, the benefits and anti- cipated outcome of the program, a complete line-item budget, and the estimated nuMber of participants expected to enroll. 4. All such requests shall be reviewed by the P.S.E. Unit, the Classroom Training Unit and the Prime Sponsor Administrative Unit before the program is initiated. 5. Within 90 days after the termination of each tr 1. contract implemente'_ the suhrecipient, the Oakland County Board of Commissioners shall review performance of the training institution to determine if continued funding is warranted. 6. All P.S.E. Participant Orientation C77., *1.all continue to be ieplc r. only upon the approval of the Oakland County Board of Conmissioners. A detailed quarterly report will be issued to the Public Services Cannittee and the Oakland County Board of Commissioners describing any training courses added during that quarter. #9645 December 11, 1980 Moved by Hoot supported by Moore the resolution be adopted.
