IN RE: REVISED 1981 COOPERATIVE REIMBURSEMENT GRANT APPLICATION - FRIEND
OF THE COURT
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS the Public Services Committee has reviewed the revised Cooperative
Reimbursement Grant Application - Friend of the Court; and
WHEREAS this is the tenth year of a continuing grant; and
WHEREAS total funding for the 1981 grant is S1,499,800, of which $540,607
(36'" lould be the County portion and $959,193 (641)1 would be State funded,
consistent with the attached schedule; and
WHEREAS the Public Services Committee recommends filing of said applica-

NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commis-
sioners approves the filing of the Cooperative Reimbursement Grant Application-
Friend of the Court.
The Public Services Committee, by Henry W. Hoot, Chairman, moves the
adoption of the foregoing resolution,

REPORT TO THE PUBLIC SERVICES COMMITTEE

IN RE: REVISED 1981 COOPERATIVE REIMBURSEMENT PROGRAM APPLICATION FRIEND
OF THE COURT
The Finance Committee has reviewed the Revised 1981 Cooperative Reimburse-
ment Program Application - Friend of the Court and finds:
1) The grant application has been revised to conform to new requirements
for County salaried personnel eligible to be included in the County portion of
the grant.
2) This is the tenth year of a continuing grant under the Social Security
Act Title IV for the purpose of enforcement of Child Support payments in ADC
cases.
3) This grant covers the period of January 1, 1981 through December 31,
1981.
4) Total program funds requested of $1,499,800 are $280,085 or 23Y
than the 1980 program. Included in the increase is $125,916 for four (4) r
positions from the State; $131,868 for increased salary costs for higher level
County funded positions now included as grant match (a net reduction of seven
(7) positions); $27,161 for salary adjustments; $34,269 for fringe benefits,
and a $105,304 decrease in indirect costs. The remaining $66,175 increase is
for an increase in the Operating Budget, as detailed in the attached schedule.
5) Of the $1,499,800 requested, $959,193 or 64'/, would be State Funds and
$540,607 would be County funds; consisting of $8,460 in the Friend of the Court
budget Grant-Match line-item, $67,244 soft match, and 5464,903 for salaries to
be provided for in the 1981 Friend of the Court Budget.
A complete cost breakdown is provided in the attached schedule,
The Finance Committee, by Dennis Murphy, Chairperson, recom-:-16.5 acceptance
of the foregoing report and referral of the information contained therein to
the Public Services Committee in accordance with Miscellaneous Resolution =18145,
Revised Federal and State Grant Application Procedures.

(1) Request includes four (4) new positions: One (1) Account Clerk 1,
one (1) Student, and two (2) Typist II's.
(2) Application includes five (5) positions requested in the 1981 Budget:
one (1) of which was Included in the Finance Committee's Recommended
Budget. Also included are the Investigator positions in the Friend
of the Court, because Reimbursement for Non-ADC costs does not include
reimbursement for any costs associated with those positions. Non-ADC
cost reimbursement is for a portion of the salaries previously included
in the County match.
(3) Transportation includes cost of six (6) County vehicles.
(4) Capital Outlay is for two (2) desks and two (2) chairs for two (2) of
the new positions requested from the State.
(9) Request is for Board and Care of an average of 8 prisoners per day p
$20 per day.
(6) This summarizes the County match of operating costs, and is the grant
match line-item in the Friend of the Court budget. This line-item is
not included in expenses eligible for reimbursement as Non-ADC costs.
