IN RE: COOPERATIVE EXTENSION SERVICE PURCHASE OF SERVICE
AGREEMENT WITH DEPARTMENT OF SOCIAL SERVICES.
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS, the Oakland County Board of Commissioners by
Miscellaneous Resolution #8156 authorized the establishment of
programs within the Cooperative Extension Service Division utiliz-
ing the Department of Social Services Title XX Purchase of Service
Fund; and
WHEREAS, the initial period of funding has existed for
the continuous period of July 1, 1977 through December 31, 1980;
and
WHEREAS, Department of Social Service Title XX will
finance 100% of the program cost; with no costs being incurred by
Oakland County; and
WHEREAS, it is the interest of Oakland County to render
the Homemaker and Parent Aide education services to Protective
Service Families.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board
of Commissioners authorizes the negotiation of Title XX Purchase
of Service Agreements for both. the Homemaker and Parent Aide Program
for the period of time January 1, 1981 through September 30, 1981,
consistent with the attached program summary and budgets.
BE IT FURTHER RESOLVED that the Chairperson of the Board of
Commissioners be and is hereby authorized to execute said agreement.
AND BE IT FURTHER RESOLVED that written quarterly progress
reports be presented to the Public Services Committee and to the
balance of the members of the Board of Commissioners.
The Public Services Committee, by Henry W. Hoot, Chairman,
moves the adoption of the foregoing resolution-

Request to Continue Purchase of Service Agreement
PARENT AIDE
The Department of Social Services has advised Cooperative
Extension Service that $25,424 will be available for Parent Aide
Program services in 1981. The Division is requesting permission
to negotiate continuation of the Parent Aide Program based on
successful purchase of service agreements and continuous operation
since 1977.
The Parent Aide Program recruits, trains, and places volunteer
Parent Aides who provide in-home training, education and encourage-
ment to Protective Service Families. It is anticipated that the
program will assist thirty-five (35) Protective Service Families
in 1981. Family progression evaluation is used to measure family
progress and program accomplishments.
This program complements and extends the capacity of the
existing Family Living Education unit of Cooperative Extension
Service in directing education through the use of volunteers to
families with critical family living education needs.

c. Screen in volunteers found to have
necessary qualities to be con-
structive Parent Aides before,
during, and after training.
d. Support, maintain, and match 22
trained volunteers to work with
Protective Service families.
e. Administer and maintain records
regarding family progress and reim-
bursement of stipends to volunteer
aides matched with Protective Ser-
vice.families.
. Establish and maintain positive
communications between community,
volunteers and Protective Service
staff.
g. Apply evaluation and research of
Institute of Child and Family
Studies, Michigan State University.

D.S.S. supervisors for purposes of
discussing and monitoring program.

g. Meet with Evaluation and Research
staff to assure proper implementation
of program evaluation-

PURCHASE OF SERVICE FROM DEPARTMENT OF SOCIAL SERVICES
Request to Continue Purchase of Service Agreement
HOMEMAKER
The Department of Social Services has advised Cooperative Extension
Service that $29,216 will be available for Homemaker Program Services
in 1981. The Division is requesting permission to negotiate contin-
uation of the Homemaker Program based on successful purchase of
service agreements and continuous operation since 1977.
The Homemaker Program employs Family Education Aides who provide
in-home training, education, and encouragement to Protective Service
Families. It is anticipated that the program will assist ninety (90)
Protective Service Families in 1981. Family progression evaluation
is used to measure family progress and program accomplishment.
This program complements and extends the capacity of the existing
Family Living Education unit of Cooperative Extension Service, in direct-
ing education to family with critical family living education needs.
