IN RE : Transportation Component/Fiscal Year 1980 Title II-BC
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mt. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous
Resolution No. 6546 and 8883 applied for and was granted the designation as
Prime Sponsor by the U. S. Department of Labor to administer the provisions
of the Comprehensive EMployment and Training Act of 1973 and the Comprehensive
Employment and Training Act Amendments of 1978; and
WEEREAS the lack of transportation has been recognized as a signifi-
cant barrier tO employment for C.E.T.A. clients during the last five years; and
WHEREAS a transportation service component has been designed for
transitional transportation needs of C. E.T.A. participants during the initial
period_ of employment and training; and
WBEREAS the Manpower Planning Council has reviewed and approved the
transportation program design described herein (attachment A); and
VE1VEAS the Public Services Committee has moved the adoption of the FY80
Funding Levels on January 15, 1980, including a budget of $65,000 from Title
II-BC (attachment B) for the transportation component; and
WHEREAS through standard bidding procedures, the Employment an Training
Division has identified Waterford Community Placement and Berkley Community
Placement, as the sole bidders, to provide the administrative staffing for the
transportation program; and
WHEREAS through standard bidding procedures, the EMployment and Training
Division has identified ServiCar of Michigan, Inc., as the sole bidder, to
provide the van operations.
NOW THEREFORE DE IT RESOLVED that the Oakland County Board. of Commissioners
approve the performance contracts and program budgets for Waterford Community
Placement, Berkley Community Placement and ServiCar of Michigan, Inc. as contained
in Attachments A and B.
BE IT FURTHER RESOLVED that a quarterly written report for review of
program objectives will be submitted to the Public Services Committee of the
Oakland County Board of Commissioners.

be and is hereby authorized to execute said contracts.

the adoption of the foregoing resolution.

Transportation Conponent
FY80
Project Narrative
Lack of Transportation has been widely recognized as a significant barrier to
employment for C.E.T.A. participants. In an attempt to alleviate this problem,
the Ebployment and Training Division has designed a pilot project for van
service during FY80. The goal of the project is two-fold; first, to remove
the initial barrier, allowing greater participation in C.E.T.A. activities;
and second, to assist the participant in the development and realization of an
independent transportation plan.
The project dosing consists of the following elements:
A) Ftnding: Title II-BC is the source, with a total budget of
$65,000,
B) Duration: Van service is estimated to begin on or about
February 1, 1980 and will complete operation on September
30, 1980.
C) Target Population: First priority will be given to those
experiencing multiple barriers, i.e., mentally and/or phys-
ically handicapped, single head of household receiving
public assistance; current offenders, residing in correct-
tional setting.
D) Service Delivery: The project consists of a two-part approach.
The staffing administrative component, provided by Waterford
Community Placement and Berkley Community Placement, will
offer client services screening, enrollment, counsel-
ing and follow-up). The operational component will provide
the actual van service.

Agency Staffing Requirements
Title: Client Service Support Specialist - (Berkley)
Transportation Program Coordinator - (Waterford)
Purpose: To effectively and efficiently administer a transportation
service for CETA participants and provide client services
to assist in the transition from van service to personal
transportation,
Position Responsibilities:
1) Recruit, screen and enroll participants;
2) Develop or coordinate transitional transportation plan with each
van participant;
3) Conduct regular follow-up on van participation and transportation
plan;
4) Serve as liaison with other intake agencies for coordination of
service delivery;
5) Serve as liaison with Van Company to trouble-shoot routing,
scheduling and operational problems;
6) Monitor program periodically, filing reports with Prime Sponsor;
7) Additional responsibilities, unique to each agency's operation,
as dictated by Agency Supervisor.

Van Transportation - FYSO
Participant Policies
Only those CETA enrollees, designated by the Transportation Coordinator
(at Berkley Community Placement or Waterford Community Placement) will
be eligible for participation.
ABSENTEEISM/TARDINESS
In order to assure efficient schedules for pick-up and drop-off of
van riders, it is imperative that participants be at the designated
location on time. At the time of enrollment, the participant will be
advised of the van schedule, and agrees to abide by the time schedule
indicated in his/her transportation plan. Any tardiness will be considered
an nnexcused absence.
1) Any rider, who plans on being absent from service, must notify the
Van Company at least 30 minutes prior to the scheduled pick-up time.
2) Each rider is allowed a. maximum of 3 excused absences during a
period of 30 days.
3) A maximum of 1 unexcused. absence (no prior notification to van
company and/or transportation coordinator) is allowed during a period
of 30 days.
4) If a van rider reaches the maxi= allowable absence level, he/she
will be issued a letter of warning by the transportation coordinator.
This will indicate that any additional absence within the specified
time frame may result in termination from van services.
VAN CONDUCT
1) All riders must conduct themselves in a safe, responsible manner,
remaining seated during the trip.
2) The possession of intoxicants and/or incidence of suhstanCe abuse
on the van will be prohibited.
3)Any disruption, or unsafe behavior will be documented by the
driver who will notify the appropriate transportation coordinator.
Should this behavior continue or be repeated, the coordinator will
Issue a warning and/or suspension of services to the participant.
The Coordinator and participant will then meet to resolve the problem,
if possible and resume van participation.
Attachment E
Bidding Procedures
Procurement of services for this transportation program followed the
standard procedures outlined in Federal Management Circular 74-7, Supp. 1
Attachment 0 and C.E.T.A. Regulation 676,23. Formal advertisements
(Attachment El and E2) were placed in the newspaper, requesting proposals
from potential service deliverers for both staffing and van operation. In
response to these advertisements, Oakland County recieved the following
proposals:
I. Staffing Grant - Client Services
1. Waterford Community Placement
2, Berkley Community Placement.
(representing a consortuim of Berkley, Oak Park, Ferndale and
Southfield.)
II. Operations Grant - Vans
1. ServiCar of Michigan, Inc,
After review and evaluation of those bids by Prime Sponsor staff, it
was determined that the bidders referenced above had proven their ability
to perform the functions and meet the objectives of the transportation
program.
