HomeMy WebLinkAboutResolutions - 1980.02.14 - 11885PUBLIC SERVICES t / 9300 Miscellaneous Resolution Date February 14, 1980 BY : PUBLIC SERVICES comminuE - Henry William Hoot, Chairman IN RE : Supplemental CETA Title IT-I) Planning Allocation FY-80 Discretionary TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution No. 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the U.S. Department of Labor to administer the provisions of the Comprehensive Employment and Training Act of 1973 and the Comprehensive EMployment and Training Act Amendments of 1978; and • WHEREAS according to the planning estimates that the U.S. Department of Labor has released, the Prime Sponsor will receive a supplemental allocation in Title TI-I) of $895,512 (Attachment No. 1); and WHEREAS a number of sUbrecipients may be forced to lay off their participants prematurely as they have nearly exhausted their Title II-D budgets; and WHEREAS to expedite the dispersion of the supplemental funds, the allocations should be approved in advance, thereby avoiding any unnecessary premature lay-offs, NOW la MAIRE BE IT RESOLVED that the Oakland County Board of Commissioners approve the allocation of $895,512 for planning purposes in accordance with the schedule outlined in Attachment No. 2. BE IT FURTHER RESOLVED that no notification of these new awards be made to the subrecipients until the funds have actually been received by the Prime Sponsor. BE IT FURTHER RESOLVED that a written quarterly report for review of performance objectives will be submitted to the Public Services Committee and the Oakland County Board of Commissioners. BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners be and is hereby authorized to execute said contracts. ATTAC .E-1-;'1T No . 1 FISCAL YEAR 1980 TITLE II-D DISCRETIONARY ALLOCATIONS The Secretary of Labor today announces the allocation for Fiscal Year 1980, of $90 million in discretionary funds under Title II-D of the Comprehensive Employment and Training Act (CETA), to aid prime sponsors experiencing substantial reductions in funding. Title II-D funds provide for transitional employment opportunities for the economically disadvantaged. In order to ensure an equitable distribution of the discretionary resources available, the Department has analyzed e-ach prime sponsor's Fiscal Year 1979 Title IlsD allocation and compared it with the Fiscal Year 1980 allocation and the overall reduction in Title II-D funds between Fiscal Year 1979 and Fiscal Year 1980. The Department established the policy that the Fiscal Year 1980 Title II-D discretionary funds should be used to assist those prime sponsors which had decreases in allocations between Fiscal Year 1979 and Fiscal Year 1980 in excess of 25 percent. This decision results in the available discretionary funds being provided to those prime sponsors which experienced the most severe percentage cuts in Title II-D funding levels. A total of 310 prime sponsors qualified for the discretionary funds and received an amount of funds equal to 38.7 percent of the Fiscal Year 1979 to Fiscal Year 1980 allocation loss in excess of 25 percent. The Native Americans program was treated as another prime sponsor in determining who was eligible for and the amount of discretionary funds to be provided to Indian programs. The funds will be allocated to Indian prime sponsors through the Office of Indian and Native American Programs. In accordance with Section 123 of CETA, discretionary allocations will be published in the Federal Recister to allow for comment prior to final publication and distribution of the funds.
