IN RE: Oakland County Criminal Justice Coordinating Council - Operating Policies
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Law Enforcement Assistance Administration, as created
in 1968, and maintained by Federal law to this date (PL 96-157), has
historically existed as a seed-money program; and
WHEREAS LEAA dollars are becoming shorter in availability; and
WHEREAS the effective administration of the LEAA program, now known
as the Justice System Improvement Act of 1979, requires written policies
and guidelines; and
WHEREAS at its meeting of September 28, 1979, the Oakland County
Criminal Justice Coordinating Council adopted a policy-guideline statement;
and
WHEREAS this statement was read again at the Oakland County Criminal
Justice Coordinating Council meeting of January 30, 1980
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners recommends and approves the attached policy-guideline state-
ment as recommended by the Oakland County Criminal justice Coordinating
Council, September 28, 1979.
The Public Services Committee, by Henry William Hoot, Chairman, moves
the adoption of the foregoing resolution.
PFTTSION TO 'OLICY
Present Policy
All projects starting October 1978 will be limited to a maximum of 24
months LEAA funding. Under this policy, first year funding would be
available at a ratio of 90 percent federal funding and 5 percent state
and 5 percent local funding. The second 12 months of the total funding
period would be 75 percent federal, 5 percent state and 20 percent local
funding.
• Proposed Revision .
All projects are limited to -a maximum of 24 months of funding, First year
- projects commencing on and after October 1, 1980 will be funded on a 90/10
match basis. This means up to 90 percent of the cost of the Project can
- be paid for with federal dollars. The remaining 10 percent of the project
cost must be provided by the local government which received the grant.
Second year projects ,commencing on and after October J., 1980 will be funded.
on a 75/25 basis. This means up to 75 percent of the cost of the project
• can be paid for with federal dollars; the remaining. 25 percent of the pro- -
. ject cost. must be provided by the local government. Local match must be in
cash. This policy applies to projects funded with LEAA funds allocated to
Oakland County only.
Rationale
On July 20, 1979 the Michigan Commission on .Criminal Justice modified the
matching requirements for LEAA grants. State match was eliminated for .
action grants with the state portion shifted to the federal share. As a
result, the maximum. ratio of federal and minimum local cash funds required
by OC.1 are as follows:

At their option, local and regional planning units may increase the local
matching ratio and restrict the years of funding available. The policy pre-
pared for Oakland County both increases the local matching ratio and restricts
the years of funding. The proposed policy is consistent with present policy
in that the primary intent of both is to insure that LEAA dollars are used as
seed monies and not as a source of funding to continue routine law enforcement
and criminal justice operations.

• Ms. Adelson presented a handout to the Council detailing a proposed revision
to the Oakland County Criminal Justice Coordinating Council continuation policy.
The handout dealt with two topics. The first is a limitation of LEAA funding to
a maximum of 24 months. The second is the funding formula which would be 90
percent federal and 10 percent local the first year; 75 percent federal and 25
percent local the second year. Mr. Rhodes stated that the guiding principle
behind the policy recommendation is that LEAA dollars should be used as seed money
and not as operational support funds. As the available dollars become shorter due
to inflation and Congressional . cutbacks, it is necessary to stress the seed money
concept. The Council should avoid long-range funding of projects which would
then tie up LEAA dollars that could be used to initiate new Innovative programs,
Moved by Mr. Grusnick, supported by Ms. Howlett, that the
Oakland County Criminal Justice Coordinating Council support
and adopt the revision to continuation policy as presented
by Council staff.
Motion carried.
Ms. Adelson reminded the Council that the continuation policy applies only to
the LEAA action allocation. It will not apply to discretionary funds, categorical
funds or Juvenile Justice and Delinquency Prevention Act funds.
Ms. Adelson distributed a handout detailing the projects funded in Oakl.and
County in fiscal 1979 with LEAA and JJDPA funding.

County Criminal Justice Coordinating Council adjourn.
