IN RE: C.E.T.A. TITLE II-B SUPPORTIVE SERVICES - Y.W.C.A.
DISPLACED HOMEMAKER. - DOMESTIC VIOLENCE CENTER,
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS:
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolutions
No. 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the
U. S. Department of Labor to administer the provisions of the Comprehensive Employment
and Training Act of 1973 and the Comprehensive Employment and Training Act Amendments
of 1978; and
WHEREAS Oakland County, through C.E.T.A. contracts, has provided service through
the Y.W.C.A. since 1977; and
WHEREAS the Domestic Violence Center has need for $19,153 to provide services for
the Displaced Homemaker in the form of counseling, referral to housing, employment,
education, child care, and financial assistance - Attachment A; and
WHEREAS these funds are needed to provide a unique and vital service, and without
which the current services to the caseload as identified in the Attachment B would be
discontinued.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approve an allocation to the Y.W.C.A. in the amount of $19,153 to continue the services
of the Domestic Violence Center for Displaced Homemakers for the period of March 1, 1980
through September 30, 1980.
BE IT FURTHER RESOLVED that p1 anned. expenditures identified in Attachment A be
made available from unobligated II-B On-the-Job Training monies.
BE IT FUPTHER RESOLVED that a written quarterly report for review of performance
objectives will be submitted to the Public Services Committee and the Oakland County
Board of Commissioners.
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners be and
is hereby authorized to execute said contract.
The Public Services Committee, by Henry William Hoot, Chairman, moves the adortion
of the foregoing resolution.

YWCA Displaced Homemakers
Domestic Violence Center
General Surrary of Activity
The YWCA established a program which opened January 8, 1979 to
provide emergency shelter for women who are victims of domestic violence
and their children. These displaced homemakers and their children are
housed for a maximum of 21 to 28 days with the average being closer to
10 to 14 days.
In addition to providing for the basic needs of our clients
(such as food, clothing, shelter, etc.), emotional support is also
provided to the women individually and through a nightly group rap
session. Group and individual activities are also carried out for
the children. Strong emphasis is also placed on working with the
women in an Action Plan process. This process assists the displaced
homemaker by offering information, referrals and advocacy in the areas
Of Legal, Reusing, Employment, Education, Financial, Counseling, Health
Care and Child Care assistance.
Additional non-shelter services that are provided include:
1.) Client follow-up at intervals of one per month for
twelve months after departure from the shelter.
(This is optional).
2.) A 24-hour crisis line (334-1274) to provide emotional
support, information and referrals to victims of
domestic violence.
3.) A speakers bureau to provide community education
regarding the shelter and the issue of domestic
violence in general.
