IN RE : Offender Aid and Restoration Fiscal Year 1980 Performance
Contract - Title II-B Services / Non-Profit
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous
Resolution NO. 6546 and 8883 applied for and was granted the designation as
Prime Sponsor by the U. Sr Department of Labor to administer the provisions
of the Comprehensive Employment and Training Act of 1973 and the Comprehensive
Employment and Training Act Amendments of 1978; and
WHEREAS the Oakland County Board of Commissioners by Miscellaneous
Resolution NO. 9274 approved the recommended Fiscal Year 1980 funding levels
for Title II-B Services/Non-Profit; and
WHEREAS this included an Fiscal Year 1980 allocation to Offender Aid
and Restoration (0.A.R.) in the total amount of $42,385; and
WHEREAS 0.A.R.'s budget is intended for the seven (7) month period
from March 1, 1980 through September 30, 1980 only; and
WHEREAS this funding, as budgeted in Attachment A is contingent upon
satisfactory perfornance of the contractual objectives, as defined in Attachment
B.
NOW THE' 1$ •BE BE IT RESOLVED that the Oakland County Board of Commissioners
approve the extension of the Fiscal Year 1980 contract in accordance with the
attached budget and objectives for Offender Aid and Restoration.
BE IT FURTHER RESOLVED that continued funding approval is contingent upon
the ability of O.A.R. to demonstrate a commitment of funding from other than
C.E.T.A. source(s) within ninety (90) days of the start of the Fiscal Year 1980
contract extension.
BE IT FURTHER RESOLVED that a written quarterly report for review of
performance objectives will be submitted to the Public Services Committee and
the Oakland County Board of Commissioners.
BE IT FURTHER RESOLVED that the Chairperson of the Baord of Commissioners
be and is hereby authorized to execute said extension.
The Public Services Committee, by Henry William Hoot, Chairman, moves
the adoption of the foregoing resolution.

Definitions:
Placements: Any placement (self or direct) of a CETA-eligihle individual
into unsubsidized employment. Responsibilities may include intake,
asses.e-ment, job development, referral and/or placement. NO CETA-subsidized
training is involved. Reporting requirements include completion of a
PRIR and Termination FOLIR, to be filed with Central Records Unit within
specified time frame.
Referrals to CETA Programs: Following intake and assessment, referral of a
CETA7eligihle individual to the appropriate CETA Intake Agency or training
institution for purposes of enrollment into a CETA subsidized training and/
or employment program. Referrals can be credited tuvard contractual object-
ive only after follow-up activity confirms enrollment into a CETA activity.
No PRIR's are required for this objective.
Referrals to Emergency Services: Following intake, referral of a client for
emergency services to cope with immediate needs. These service referrals may
include medical care, housing, food, clothing, etc. 0.A.R. staff make the
necessary arrangements with an appropriate corrrnunity agency and record this
referral on a monthly activity summary. Due to concerns of client confiden-
tiality, no client names are required.. No CETA PRIR's are required for this
objectives.
