IN RE : Implementation of Waiver Request for 2nd Quarter FY-80
CETA Titles II-D and VI
TO TEE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
Resolution No. 6546 and 8883 applied for and was granted the designation as
Prime Sponsor by the U. S. Department of Labor to administer the provisions of
the Comprehensive Employment and Training Act of 1973 and the Comprehensive
Employment and Training Act Amendments of 1978; and
WHEREAS Section 676.30 of C.E.T.A. Regulations allows Prime Sponsors to
apply to the U. S. Department of Labor for a temporary waiver of the 78-week limitation
of participation by P.S.E. participants in cases where severe hardship has been
encountered in transitioning these participants into unsubsidized employment; and
WHEREAS the Oakland County Board of Commissioners by Miscellaneous
Resolution No. 9190 instructed the Prime Sponsor to apply to the U.S. Department of
Labor for approval of the Prime Sponsor's waiver application; and
WHEREAS the U.S. Department of Labor has approved the Prime Sponsor's
waiver application (See Attachments A and B).
NOW THEREFORE BE IT RESOLVED that those participants covered by the
waiver application, as defined in Attachment B, should remain enrolled in the P.S.E.
program for the length of time specified by the U.S. Department of Labor in its
waiver approval letter, funds permitting.
BE IT FURTHER RESOLVED that a written quarterly report for review of
performance objectives will be submitted to the Public Services Committee and the
Oakland County Board of Commissioners.
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners
be and is hereby authorized to execute the necessary documents.
The Public Services Comittee, by Henry William Hoot, Chairman, moves
the adoption of the foregoing resolution.

Your 2nd quarter of FY 80 waiver request has been reviewed by the Office
of the Secre . of Labor. The following action has been taken.
Conditionally Approved.
As a condition of the approval of this waiver you are:
- to revise the transition plan to indicate specific training plans
for groups c and d. This condition must be satisfied by December 31, 1979-
- to make continuing transition efforts on behalf of all participants;
- to submit an annual plan modification to incorporate your transition
"plan; and
- subject to disallowance of costs for non-compliance with the terms of
your approved waiver.

4. TRANSITION PLAN (Additional Detail)
Section A and B
-
Group_ C - the participants in the Community Service Occupations are currently
undergoing intensive training. They are going to colleges and universities
in an attempt to complete their degree requirements. They are also scheduled to
attend our employability skills clinic during the period of their waiver. This
plan for the intensive development of the participant will result in participants
that are significantly more employable.
However, if the waiver request is granted, it is possible that all of these
participants will be absorbed. All of the Community Service participants are
employed by the Waterford School District. This fall, a 6.34 mill tax increase
for the district was defeated making it impossible for the district to absorb its
participants. If this waiver is approved, it will take these participants into
the beginning of the'80-81'school year. It is my understanding that the district
will again apply for a millage increase in the summer of 1980 to generate sufficient
funds to absorb these participants. Without the waiver, there is no hope of absorption
for these participants.
Without further training or an opportunity to be asborbed, it will be difficult for
these participants to secure other employment. They don't currently have sufficient
academic training to be guaranteed other employment. It is also important to note
that Waterford Township has an unemployment rate of 9.6% according to the August,
1979 Michigan Employment Security Commission reports.
Group D - both of the participants in the clerical category have low sidlls. Both
are.employed by units which are currently experiencing severe financial difficulties.
Both have enrolled in adult education clerical courses in an effort to improve their
skills. If the extension is granted, we are planning to have both participants
attend an in-depth attitudinal training course and a job-seeking skills course.
We expect that an extension will allow sufficient time for each partici:ant to
develop their skills to a competitive level. It will also allow their , 1, yers
additional time to campaign for local tax hikes.
