HomeMy WebLinkAboutResolutions - 1980.01.31 - 11939\-" 'Henry William Hoot, Chairman Miscellaneous Resolution 9270 Date January 31, 1980 BY : PUBLIC SERVICES COMMITTEE - Henry William Hoot, Chairman IN RE CETA Title II-D Training Guidelines TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution No. 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the U.S. Department of Labor to administer the provisions of the Comprehensive Employment and Training Act of 1973 and the Comprehensive EMployment and Training Act Amendments of 1978; and 114 S the April 3, 1979 Federal Regulations governing CETA require that 15% of all fiscal year 1980 Title II-D funds be used to afford training opportunities to Title IT-I) participants; and WHEREAS the Prime Sponsor needs to have a standardized format available for those subrecipients that are involved in this training program; and WHEREAS the attached procedures meet all of the federally mandated criteria for Title 11-D training programs put forth in the federal regulations. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approve the attached guidelines for the Title II-D Training Program. BE IT FURTHER RESOLVED that a written quarterly report for review of performance objectives will be submitted to the Public Services Committee and the Oakland County Board of Commissioners. BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners be and is hereby authorized to execute said contracts. The Public Services Committee, by Henry William Hoot, Chairman, moves the adoption of the foregoing resolution. PUBLIC SERVICES commrufEE HERFEPir.: APPROVE THE F•UC, 5 FY 80 TRAINING POLICIES FOR TITLE II-D PARTICIPANTS 1. The policies contained herein shall cover the period from October 1, 1979 thru September 30, 1580. 2. Program Agents have been allocated specific budgets for the Title II-D Training program. The Balance of County subrecipients will draw against a Training Pool Fund consisting of all remaining monies in the Training Grant, The Prime Sponsor will require the submission of separate reimbursement requests, with costs shown in the Training category, as well as prescribed documentation for costs incurred. All Training Fund reimbursement requests will be forwarded to: Darlene Land Asst. PSE Coordinator 140 S. Saginaw, Suite 725 Pontiac, Michigan 48058 3. Allowable Costs to be billed under the Training category include: tuition, books, instructor wages and benefits (see 7h), participant wages and benefits (see no.4),space & equip rental &misc. 4. Participants attending training sessions during regularly scheduled working hours will be paid wages and fringe benefits (to a maximum of 8 hours per week). These costs will be billed against the Training funds. Instructors will complete an attend - ance form for each participant and return it to the employer on a monthly basis. •The employer (subrecipient) will submit a copy of this report along with the training reimbursement request to the Prime Sponsor. Participants attending sessions at a time otber than regular working hours will not be paid wages or fringe benefits for their time spent in class, Participants will be entitled to receive this free training only as long as they are actively enrolled in the Title II-D PSE Program. If a participant terminates the Title II-D program mid-way through a class, the Prime Sponsor will pay only a pro-rated share of the class cost. Should a participant drop out or fail a class, the Prime Sponsor will pay the entire cost of the class. In this instance, however, the Prime Sponsor reserves the right to refuse further training to that participant, pending a full review of the circumstances. 6. Your Training program must conform to the following standards to be allowable. a. Provide technical skills and information required to perform a specific job or groups of jobs. b. Enhance the employability of the participant in terms of upgrading basic skills (e.g.,remediaI ed,), c. Provide skills in job-search techniques. d. Training shall not be in the form of on-the-job training (exception for No. 7h). 7. The current types of allowable training are as follows (you may petition for additions to this 'list): a. High School completion courses b. High School Adult Education courses c. College courses d. University courses e. Licensed and approved Vocational/Technical Schools (see attach.No.1) f. Employability Skills Training-approved Intake Agencies only g. Training Conferences-approved in advance; will cover cost of registration fees (transportation,food,lodging excl.) h. Outside instructors brought in to train at. the worksite (approved in advance) 8. The subrecipient (worksite) will bill the Prime Sponsor for all training expenses incurred for their participants with the exception of Employability Skills training costs. The intake Agencies will bill the Prime Sponsor directly for Employability Skills training costs incurred. 9. The Prime Sponsor reserves the right to review and approve all Training bills submitted.
