HomeMy WebLinkAboutResolutions - 1980.01.31 - 11953January 31, 1980 Miscellaneous Resolution 9.283 BY: PUBLIC SERVICES COMMITTEE, Henry William Hoot, Chairman IN RE: Modification - Fiscal Year 80 Title II-BC Grant/Inclusion of Upgrading Program TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS, the Oakland County Board of Commissioners by Miscellaneous Resolutions No 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the U.S. Department of Labor to administer the provisions of the Comprehensive Employment and Training Act of 1973 and the Comprehensive Employment and Training Act Amendments of 1978; and WHEREAS, the Oakland County Employment and Training Division has emphasized programs within private industry and over 1,800 employers have been involved in the OJT programs since 1974; and WHEREAS, Section 677.21 of the April 3, 1979, regulations permits an upgrading program for the first time in history of CETA; and WHEREAS, an upgrading program of present employers within private industry provides additional opportunities for CETA eligible enrollees with entry level positions; and WHEREAS, six and one-holf (6-1/2) percent of Title II monies are permitted for the use of upgrading in accordance with Section 677.16 of the April 3rd regulations; and WHEREAS, a program budget (Attachment A) and a program outline (Attachment B) delineate the nature of expenditures for the Upgrading Program; and WHEREAS, the Upgrading Program was approved by the Manpower Planning Council at a meeting on December 12, 1979. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approve the programming of $458,626.00 from Title kBC fiscal year 1980 appropriations to implement an upgrading program consistent with April 3, 1979, federal regulations. BE IT FURTHER RESOLVED that funding is available from Title II-BC carry forward OJT unobligated funds. BE IT FURTHER RESOLVED that a written quarterly report for review of performance objectives will be submitted to the Public Services Committee and the Oakland County Board of Commissioners. ? BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners be and is hereby authorized to execute said program. PUBLIC SERVICES COMMInEE 1 PROVE THE Fa?EGOINC- ' Attachment A Program Budget UPGRADING On-the-Job Training, Private Sector $389,832.00 On-the-Job Training, Palle Sector 68,794.00 TOTAL $458,626.00 Attachment B Program Outline UPGRADING Definition - A process of advancement to a position requiring a higher level of skill, especially as part of a training program. Purpose - To provide eligible individuals with opportunities in highly skilled jobs or for upward mobility which would not otherwise have been available to those persons. Rationale - Upgrading offers additional opportunities to those groups, partic- ularly minorities and women, who are frequently locked into low-paying, dead- end jobs. This innovative approach to CETA's employment and training program should benefit all parties involved.: employers, who will be able to train persons in skilled positions, where the most critical employment needs currently exist; upgrade participants, who will be recipients of the training in the aforementioned skilled positions; and CETA eligible clients who will be hired in as entry level replacements for the upgraded individuals. Saginaw Suite 600 Pontiac, MI 48058 858-1145 Selection Criteria Participant must be: (1) EMployed in an entry level, unskilled, or semi-skilled position, or in a position with little or no advancement opportunity in a normal promotional line; (2) Operating at less than full skill potential; and (3) EMployed a minimum of previous 6 months with the same employer; and (4) Unable to avail one's self to existing organizational upgrading In addition, the following factors must be addressed: (5) Primary emphasis is placed on upgrading minority and women; (6) Priority is given to those workers who have been in entry level positions longest, giving due consideration to the potential for upward mobility; (7) Priority is given to those workers who are most needy. a) Net currently earning more than $6/hr. b) High school education or less. Pago 2 Occupation - The proposed upgraded position must: (1) Require more than two weeks pre-employment training unless immediate employment opportunities are available in the occu- pation; and (2) Have a demonstrated skill shortage within the employing organi- zation; and (3) Provide upward mobility beyond the occupation for which training is provided (i.e. at least 11 steps); and (4) Be unavailable to entry-level employees. Employer must meet the following guidelines: (1) Has successfully completed an OJT contract (2) Has positions which are a) low-paying or b) dead-end or c) not accessible to advancement opportunities in a normal promotional line (3) Adequately trained personnel are not currently available in the organization. Additionally, priority consideration is given to those employers who indicate that: (4) For each person to be upgraded, an additional person will be hired into unsubsidized employment at the entry level. a) under this agreement, the filling of the unsubsidized entry. level position should occur by or before the time the partici- pant completes training; and b) the employer agrees to hire from the Prime Sponsor's pool of eligible applicants or from those individuals currently- enrolled in activities- funded under any of the Titles. Monitoring Job Developer The job developer shall be responsible for making a minimum of two visits to the worksite to insure that the participant is receiving the upgrade training described in the contract. These visits can be combined with the efforts to secure placements for the entry level position vacated by the participant. Any significant variances from the contract training should be reported immediately to the Prime Sponsor. Prime Sponsor The prime sponsor staff shall be responsible for conducting an on-site audit during the course of the upgrade training to insure compliance with the training contract. The audit will include an examination of the participant's current responsibilities in relation to their former responsibilities.
