UPGRADING
Definition - A process of advancement to a position requiring a higher level of
skill, especially as part of a training program.
Purpose - To provide eligible individuals with opportunities in highly skilled
jobs or for upward mobility which would not otherwise have been available to
those persons.
Rationale - Upgrading offers additional opportunities to those groups, partic-
ularly minorities and women, who are frequently locked into low-paying, dead-
end jobs. This innovative approach to CETA's employment and training program
should benefit all parties involved.: employers, who will be able to train
persons in skilled positions, where the most critical employment needs currently
exist; upgrade participants, who will be recipients of the training in the
aforementioned skilled positions; and CETA eligible clients who will be hired
in as entry level replacements for the upgraded individuals.
