Chairperson, Ladies and Gentlemen: WHEREAS the Sheriff's employees now represented by the Police Officers Association of Michigan have been working without modifications to their labor agreement since its expiration on December 31, 1977; and WHEREAS bargaining, mediation, and arbitration have taken place over the past twenty-one months since receipt of the Union demands on July 13, 1978; and WHEREAS the arbitrator in the contract dispute remanded the parties to bargaining for a three week period which began on or about March 11, 1980; and WHEREAS discussions between the Union and representatives of the County ended in an impasse on March 25 with little hope of future discussions which could prove fruitful; and WHEREAS the represented individuals are first and foremost employees of the County of Oakland and the Oakland County Sheriff's Department, who have been working without wage increases since 1977; NOW THEREFORE BE IT RESOLVED that the following wage increases and the retirement contribution change be implemented as soon as practicable as shown on the attached appendices and for the effective dates indicated. AND BE IT FURTHER RESOLVED that an amount not to exceed $2,262,929 be transferred to the respective salaries budget of the organizational units of the Sheriff's Department and an amount not to exceed $286,719 be transferred to the Retirement Fund, such funds to come from the appropriate salaries adjustment accounts.
