IN RE : CETA TITLE VI AND REALLOCATION (80-2)
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous
Resolution NO. 6546 and 8883 applied for and was granted the designation as
Prime Sponsor by the U.S. Department of Labor to administer the provisions of
the Comprehensive Employment and Training Act of 1973 and the Comprehensive
Employment and Training Act Amendments of 1978; and
WHEREAS a number of Title VI subrecipients have voluntarily foreited a
share of their fiscal year 1980 allocations and such forfeitures have totaled
$154,092.34 (copies of the forfeiture letters attached); and
WHEREAS a number of Title VI subrecipients have indicated a need for
additional monies to avoid premature lay-offs prior to the universal sustaining
date of May 16, 1980 for Title Vi; and
WHEREAS it has been the position of this committee to recapture and
reallocate funds on a sustaining basis to Provide equitable treatment for all
participating units.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approve the recapture and reallocation of Title VI funds in accordance with the
attached schedule.
BE IT FURTHER RESOLVED that a quarterly report for review of performance
objectives will be submitted to the Public Services Committee and the Oakland
County Board of Commissioners.
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners
be and is hereby authorized to execute said modifications due to recapture and
reallocation.
The Public Services Committee, by Henry William Hoot, Chairman, moves the
adoption of the foregoing resolution.

Dear Mr. Danielson:
In reference to your correspondence of February 26th - I have written
two letters to the CETA concerning APES for the PSE program but I
suppose it wasn't definite enough. Also I talked to Darlene Land
and another person there.
The Southfield',Township is not planning on participating in the
program this coming title period as there is only $7,430 allocated
to the Township which isn't enough to hire a full Lime employee, and
we cannot use any extra workers at this time.
The Township Board is in agreement with this decision as of the
February Board Meeting.
Sorry for the inconvenience this has caused you, but there are
probably other areas who really need this amount of assistance.

Enclosed you will find revised Occupational Summaries for
your two Special Projects in Title VT. The revisions were necessary
due to the fact that your Projects were approved to run only through
November 30, 1979 and your original Occupational Summary reflected
expenses through January, 1980.
Your reimbursement requests for these Special Projects have
been changed to show the revised budget and are being processed at
this time.
Any unspent monies remaining in your Special Projects allocations
can be transferred to your sustaining Title VI budget (subject to
board approval). Please submit your written request for disposition
