IN RE : Contracts and Agreements that Overlap CETA Fiscal Years
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
WHEREAS the Oakland County Board of Commissioners by Miscellaneous
Resolution No. 6546 and 8883 applied for and was granted the designation as
Prime Sponsor by the U. S. Department of Labor to administer the provisions
of the Comprehensive Employment and Training Act of 1973 and the Comprehensive
Employment and Training Act Amendments of 1978; and
WHEREAS all contracts and agreements that overlap CETA fiscal years
presently require a board resolution for the applicable portion of each
fiscal year; and
-WHEREAS these overlapping fiscal year contracts and agreements require
estimating the amount of funds needed for the applicable portion of each fiscal
year; and
WHEREAS in the event that the estimated amount of funds for the
applicable portion of a fiscal year is understated and, therefore, requires
another resolution to authorize additional funds for that portion of time; and
WHEREAS these additional resolutions for the previously approved
contracts and agreements have caused delay of reimbursement payments to
subrecipients; and
WHEREAS all of these contracts and agreements have been previously
approved by board resolution for the total fund amount and period of time
and signed by the chairperson of the Board of Commissioners; and
WHEREAS a final fiscal year carry forward fund balance for these
overlapping fiscal year contracts and agreements will be presented annually
immediately following the preparation of our Annual Settlement Reports.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves this resolution and provides the authority to spend
the carry forward fund balance of all contracts and agreements that overlap
CETA fiscal years.
BE IT FUR ur RESOLVED that the detail contract CETA fiscal year
carry over fund balances, forfeiture and deobligat ions are recorded to our
Obligation Control Register procedures.
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners
be and is hereby authorized to execute said modifications.
