IN RE: ACCEPTANCE OF THE CULTURAL AFFAIRS GRANT
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous
Resolution #8746 authorized the filing of an application for the Cultural
Affairs Grant; and
WHEREAS the office of the Federal and State Grant Coordinator has
reviewed the Cultural Affairs Grant as approved by the Michigan Council for
the Arts and finds that the grant award of $11,466 varies more than ten (10)
percent from the $19,975 in the original grant application; and
WHEREAS the County Executive has recommended the Cultural Affairs
total budget request be decreased from $36,600 to $31,310 to conform with MCA
and anticipated County funding levels.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Com-
missioners accept the Cultural Affairs Grant; and
BE IT FURTHER RESOLVED that a written quarterly report for review of
performance objectives will be submitted to the Public Services Committee and
the Oakland County Board of Commissioners.
Mr, Chairman, on behalf of the Public Services Committee, I move the
adoption of the foregoing resolution.

AGREEMENT WITH CONTRACTORS FOR ARTS PROJECTS AND/OR SERVICES

1. SERVICES
The Contractor shall continue to develop and strengthen organizational stability.
Council funding is not to be used for capital expenditures nor shall the Contractor
utilize Council funds to supplant funds normally budgeted for operations diverting
them to other purposes. Contractor agrees to carry out said services in accordance -
with this agreement, associated guidelines, Contractor's application to the Council
and the grant award letter.
Said cervices shall be performed by the Contractor veith October 1 5 1q75 in the period from • to
September 30, 1580 , inclusive. The Contractor shell submit to the Council a schedule of the date, lime and location of any public
aceivitires conducted In connection with this aereement
2. REMUNERATION
a. The Council shall pay the Contractor an amount not to exceed the sum of

.$12,600 on or about October 15, 1979 contingent upon receipt and processing of signed
agreement.
b. This agreement is conditioned upon the availability of funds appropriated to the Council by the Slate Legislature or accruing ID it from other
sources.
.3. LIABILITY _ • ' • -
Any liability reeutting from the activitiee engaged in by the contractor shall be the sole responsibitity ol the contractor. The contractor agreee to hold
the Council and the Stale of Michigan harmess in the event of any judgment incurred as a result of the activities described herein. _
4. PROMOTION °-
_a. The Contractor agrees to include in ALL printed and broadcast promotion, publicity, advertising end announcements, the following credit
'WITH THE SUPPORT OF THE MICHIGAN COUNCIL FOR THE ARTS.' This statement shall be prominently positioned, and shall appeal' in close proximity to
the name of the sponsoririg organization. •
b. The Contractor agrees to include in au printed programs and related materials the following statement in its eetiretr,
"This project la made possible with the support of the, State of Michigan through 'funds frorn the Michigan Council for the Arts_ For further
Information on availebie services arid programs, corlactt Michigan Council for the Arta, 1700 Slain Avenue, Detroit, Hi 48226."
Whenever possible, the Contractor will utilize the Council logo and logo-type in a mariner prescribed by the Council.
c. Copies of such printing, photographs, advertising, and program materials as are prepared for this activity must be forwarded to the Council_
d. When no printed program is used, verbal credit shall be oivers prior to each presentation.
S. ACCOUNTING •_
a, The Contractor agrees to maintain appropriate documents, journals, ledgers and statements in accordance with gene-rally aropepted accounting

b. For accounting purposes, only costs incurred during the service period indicated in Section One will be considered 431vvral)4.,
C. Contractor agrees to retain all related documents, journals. ',deers and statements for a period of not less than foe( years from the dale of the
final report for inspection by the- State of Michigan or its agente.•
d. This acoounting is subject to audit by appropriste agents of State and/of Federal Government
IS. REPORTS . -
a.. The Contract-or shall e.ubmit to the Council a full accounting of all expenditures and a report of all activities in a formal prescribed by the Council
upon completion of the service period, but no later than October .31 " 1980.. Failure to provide this report in a timely manner may
