TN R15: TORNADO WARNING SYSTEM EXPANSION
TO THE OAKLAND COUNTY BOARD OF COMMSSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS, the Oakland County Board of Commissioners by
Miscellaneous Resolution Numbers 7865, 7971, and 8664, accepted.
Federal grants to defray a portion of the costs in purchas:
sirens to be utilized within the Oakland County Tornado Warning
System; an
WHEREAS, additional funds per Miscellaneous Resolution.
Number 9132 (November 1, 1979) have been requested of the Federal
Government for this purpose; and.
WHEREAS, as of this date no such funds have been
allocated; and
WHEREAS, the City oF Troy by Resolution, dated February
13, 1980, has requested to participate in the Siren System; and
WHEREAS, the City of Troy has agreed to pay seventy-
five percent, of the total estimated cost of seven additional
sirens; and
WHEREAS, consistent with the attached agreement, the

Gitv of Troy agrees that On County will retain ownership of
any sirens and will be responsible For the maintenance and the
electrical costs for said sirens purchased under this agreement;
and
WHEREAS, the County share or the cost will remain at
twenty-five percent as has been the policy previously established
by the Board of Commissioners per Miscellaneous Resolution Numbers
7365, 7971, and 8664.
NOW THEREFORE RE IT RESOLVED that the Oakland County
Board of Commissioners authorizes the appropriation or S15,702.32
consistent with the attached budget as Oafland County's match; and
BE IT FURTHER RESOLVED that the expenditure or this
appropriation is contingent upon the execution of the attached

written agreement between the County and the City of Iron; and
BE IT FURTHER RESOLVED that written quarterly progress
reports be presented to the Public Services Committee by the
Manner of the Emergency Medical Services and Disaster Control
PiYiSion and to the balance or the members of the Board or
Commissioners,
The Public Services Committee, by Henry W, Hoot,
Chairman, moves the adoption of the foregoing resolution.

At a Regular meeting of the Troy City Council held February IS,
1980, the following resolution was passed:
RESOLVED, That the City of Troy hereby requests the Oakland County
Board of Commissioners for participation in the purchase of tornado
sirens, with the County paying 251 of the cost and the City of Troy
paying 751 of the cost with a total estimated cost of $49,000; and
BE IT FURTHER RESOLVED, That the City Clerk is directed to seed a
certified copy of this resolution to Henry Hoot of the County Board
of Commissioners. .
T hereby certify that the foregoing constitutes a true and complete
copy of a resolution adopted by the City Council of the City of Troy,
County of Oakland, Michigan, at a regular raeting duly called aad
held on the 18th day of February, 1980.

Further, the City of Troy has no desire to assume ownership of the
propsed sirens and would consider them Oakland County property. The
sirens would not be equipped with a local activation option.

PURCHASE AGREEMENT
THIS AGREEMENT, entered into this day of
1979, between the COUNTY OF OAKLAND, a Michigan Constitutional Corpora-
tion, hereinafter called "County", and the
hereinafter called "Municipality";
WHEREAS, the County has established a centrally activated tornado -
warning system; and
WHEREAS, the Municipality desires to become a part of such system,
NOW THEREFORE in consideration of the sum of $
to be paid by the Municipality to the County, the County agrees to in-
stall siren(s) within the Municipality at locations to be design-
ated by the Minicipality. Said sum to be paid within Thirty Days after
:installation and successful testing of equipment.
IT IS FURTHER AGREED AND UNDERSTOOD that the siren(s) shall be
owned by the County.
IT IS FURTHER AGREED AND UNDERSTOOD that the maintenance and
electrical costs of the siren (s) shall be borne by the County.
This Agreement shall terminate One Year from above date.
This Agreement and costs shown are subject to change depending
upon selection of siren location by the Municipality, bid costs, infla-
tionary trends and the availability of Federal matching funds (SO% of the
cost of the siren(s) purchased and installation).
Local activation capability will be at the option and expense of
the Municipality.

Dear
As you are no doubt aware, this office has consistently submitted
requests for Federal funds to offset the cost of sirens to be
incorporated into the county-wide tornado siren system. Unfortunately,
these attempts have resulted in considerably less than adequate
funding to fill your requests for the installation of sirens
within your respective community.
Inasmuch as your request has been outstanding for some time,
and in light of the fact that prospects for future Federal
funding remain questionable at best, this office is interested
in ascertaining your willingness to provide for additional funding
of this project (up to seventy-five percent). It is estimated
that under this arrangement, the local share will be approxi-
mately $6,750 per siren,with the County to pick up the remain-
ing twenty-five percent. Under this arrangement it has also
been suggested that the County would retain ownership and be
responsible for maintaining the sirens.
If you are willing to participate within the program, under the
aforementioned conditions, please advise this office no later
than May 30. Response will be forwarded to the Board of Commis-
sioners for information purposes, at which time I would anticipate
a decision will be made relative to the County's future involve-
ment.

Mr. Chairperson, Ladies and Gentlemen:
Pursuant to XI-C of this Board, the Finance Committee has reviewed
Miscellaneous Resolution /79409 and finds:
1) The City of Troy has requested County participation in the
purchase of seven (7) Tornado Sirens.
2) The estimated cost of the Sirens is $62,811,28, of which
$15,702,82 or twenty-five (25°A) percent is the County's share and
$47,108.46 or seventy-five (757-) percent is the City of Troy's share.
The Finance Committee finds $15,702.82 available in the 1980
Contingency Fund, said funds to be transferred to the Disaster Control
Unit Budget line-item for Capital Outlay.
