IN RE: FY 1980 SUMMER YOUTH EMPLOYMENT PROGRAM
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Air. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland. County Board of Commissioners by Miscellaneous Resolutions
NO. 6546 and 8883 applied for and was granted the designation as Prime Sponsor by the
U. S. Department of Labor to administer the provisions of the Comprehensive Employment
and Training Act of 1973 and the Comprehensive Employment and Training Act Amendments
of 1978; and
WHEREAS the U. S. Department of Labor has notified Oakland County that its
planning estimate for the fiscal year 1980 Summer Youth Employment Program is
S2,576,486, of which $2,024,039 is the 1980 allocation and $552,447 is a carry forward
balance from FY79.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
accept $2,024,039 as the 1980 allocation and approve the utilization of the 1980 allo-
cation and carry forward balance in the mount of $552,447 from 1979 according to the
attached program budget and allocation for the fiscal year 1980 Summer Youth EMployment
Program.
BE IT FURTHER RESOLVED that in the event that the Summer Youth Employment Program's
funding level is adjusted, the Oakland County Board of Commissioners authorizes, by this
resolution, the Employment and Training Administration to adjust the budget and each
allocation proportionately.
BE IT FURTHER RESCUED that this resolution supersedes the estimates of Summer
Youth Employment client services allocations -which were approved by Resolution No. 9274
on January 31, 1980.
BE IT FURTHER RESOLVED that a minimum enrollment level is stated in each sub-
recipient's contract. Participant wages and fringes, client services, and administrative
dollars will be proportionately recaptured when the reported enrollment level is less
than the contracted minimum based on June 30, 1980 data.
BE IT FURTHER RESCUED that a quarterly written report for review of performance
objectives will be submitted to the Public Services Committee and the Oakland County
Board of Commissioners.
BE IT FURTHER RESCUED that the Chairperson of the Board of Commissioners be
and is hereby authorized to execute said contracts.

The following methodology was used to determine subracipient
allocations for the 1980 Summer Youth Fmirlayment Program
I. Department of Labor records were used to determine the
participant wage — fringe benefit amount which each sub'
recipient spent during the 5Y79 Summer Youth Em:ployment
Progran. This amount became a base allocation.
2. This base allocation was then increased by approximately
167, 6% of which reflects the higher minimum wage; the
remaining TO% was t:Ij.ed because. the Prime Sponsor antici-
pates greater SYE1 ..txpenditures in 1980.
3. Each subreeipient's client services amount was increased
by 7% to 15% of its total allocation. This increase will
enable the subreeipients to improve the quality of such
participant services as counseling, transportation, and
employability skills development.
4. As a final step in the ellochtion precess, the Prime Sponsor
_considered such additional factors as the subroct1;:--c77's
current youth nron-ram enrollment and its percentage Of
economically disadvantaged re [dents. the data for wtich 71..s
based on the 1970 census.

WORK EXPERIENCE
FY 1980
1.1-1ER.111A,S, the County of Oakland, a constitutional corporation, hereinafter referred to as
the recipient, has entered into a contract, said contract designated as contract number
with the United States Department of Labor to provide for the planning and
delivery of manpower services under its .authority as a prime sponsor under the Compre-
hensive Employment and Training Act of 1973 as amended and reauthorized in 1978 for the
jurisdiction of Oakland County and;
1.1-1EREAS; it has been determined that delivery of activities authorized in the prime •
sponsor's grant requires the competent performance of manpower services of work exper-
ience for economically disadvantaged youth as an activity under the recipient's manpower
system, an agreement is entered into between the recipient, as represented by the con-
tracting officer, executing this agreement on behalf of Oakland County as prime sponsor
and as an agent of the Secretary of Labor and the following agency hereinafter referred
to as the subrecipient.

STATEMENT OF PURPOSE - PROGRAM DESCRIPTION
The work experience funded under this subcontract will provide a minimum of
participant positions for economically disadvantaged youth. It is designed to introcluee
young people to the working world and to teach them good work habits and attitudes. The
program will provide eligible youth with useful work in a structured and well supervised
work setting It will provide youth with an opportunity to obtain employment experience
which can be used as a reference when seeking future positions. The subrecipient will
provide youth enrolled in Work .experience with counseling and labor market orientation.
To be eligible for the program, a youth must be, at the time of application, economically
disadvantaged and, at the time of enrollment, 14 through 21 years of age inclusive. Youth
may receive only outreach, intake, assessment, counseling and orientation services prior
to the close of the school year.
CM-IPENS.:A:F I ON
The recipient will reimburse the subrecipient for the identifiable costs of manpmer
services in an amount not to exceed , contingent upon receipt by. t.1.-,e re-
cipient of United States Department of Labor CETA funds. These costs, as recorded on the
Appropriation Planned Expenditure Sunrnaly sheet, shall include:
1. Wages at $3,10 per hour for not more than 40 hours per week for each individual
hired with the approval of the recipient.
2. Employer's contribution under the Federal Insurance Contributions Act for each
approved youth work experience participant at 6.13% of wages.
3. Workmen's Compensation at the rate designated by the subrecipient's insurance
carrier for the positions funded by this subcontract. A minimum of 75% of the
total subcontract allocation must he budgeted for participant wages and benefits.
4. Client services in an amount not to exceed 256 of the total subcontract amount.
A minimum of 15% of the total subcontract - amount must be budgeted for client
services.
S. Administration in an amount not to exceed 10% of the total subcontract allocation.
Costs for client services and administration may be incurred in accordance with allowable
costs by the subrecipient beginning January 1, 1980.

GENERAL PROVISIONS
The subrecipient will abide by all applicable- tents and conditions imposed and required
by any such contract between the recipient and the United States Department of Labor,
to be known as the prime contract, and further, will abide by all subsequent revisions
and modifications of the prime contract, as published, to set forth administrative and
statutory changes imposed on or by the United States Department of Labor.
The subrecipient agrees to perform as a subrecipient and acknowledges that the recipient
is not free to divest responsibility for the performance called for by the prime contract,
This subcontract in no manner affects the subrecipient's obligation to comply with all
applicable laws, ordinances, and codes of the federal, state, or local goverments.
ASSURANCES AND CERTIFICATIONS
The assurances and certifications enclosed with this subcontract are incorporated and
made part of this subcontract and the subrecipient agrees to comply with the require-
ments mild provisions contained therein.
The names and qualifications of the subrecipient's officers, directors, and managing
personnel including the names and qualifications of officers, directors, and managing
personnel of any affiliate or subsidiary who have operational or fiscal responsibilities
for the summer program are enclosed with this subcontract and incorporated and made part
of this subcontract. Copies of resumes for each of these officers, directors, and man-
aging personnel will be determined to meet this requirement.
The subrecipient assures that none of the aforementioned officers, directors, or managing
employees have been convicted of defrauding the federal goverment or of obstructing an
investigation with respect to such fraud during the past three years. It should be noted
that .nothing herein will prohibit the participation of otherwise eligible ex-offenders in
the program.
A list of all United States Department of Labor, Department of Health, Education, and
Welfare, and Department of Agriculture programs under which the suhrecipient has received
fi-nancial assistance during the last three years is enclosed with this subcontract and
made part of this subcontract. The subrecipient, to the best of its knowledge, has sub-
stantially complied with the requirements, procedures, and objectives. of such programs.
The subrecipient will provide written notice to the recipient of any exception to this
statement.
The subrecinient assures that no information is available to them. showing substantial
noncompliance with the Comprehensive Employment and Training Act and regulations in
operation during the terms of the previous year's summer program for which corrective
action has not been taken.
The subrecipient assures that all proposed work sites will be evaluated in terms of the
requirements of the SUITJMOT program, and that such work sites will be adequate according
to the work site standards enclosed and those issued in the federal regulations. Ade-
quately skilled supervisors will be provided participants at each work site.
The subrecipient assures that all sites where participants will be assigned -, have the
capability and facilities to provide services to summer youth in a sanitary and sa.52
environment and that all site personnel will be trained with regard to duties and re-
sponsibilities.
The subrecipient will compile and update weekly a list of work sites and positions to
be made available to the public and the recipient on request.

The subrecipient will inform each participant of the purposes of the program, the CM-

The subrecipient will receive approval from the recipient prior to departure for any
field trips planned for participants for which they will receive payment, transportation,
or for which program staff receive payment from funds authorized by this subcontract.
WIDIFICATIONS
All modifications to this subcontract shall be in writing.
Requests from the subrecipient for interpretations, modifications, or changes must be
made in writing to the recipient.
In the event of anyfailure of the subrecipient to achieve the performance objectives
set forth the recipientreserves the right to require replanning or modifications, or
-other corrective action within ten business days of receipt of written notice from the
recipient.
The subrecipient shall cooperate fully and promptly in such aforementioned program modi-
fication as may be required by the recipient.
CONTRACTOR HELD liMILESS
1. The subrecipient agrees to indemnify and save harmless the recipient, its officers,
agents, and employees from any and all claims and losses accruing or resulting to the
subrecipient in connection with the performance of this subcontract, and from any
and all claims and losses accruing or resulting to any person, firm or colporation
who may be injured or damaged by the subrecipient in the performance of this sub-
contract. Such indemnity shall include, but not necessarily be limited to, attorney's
• fees and administrative costs. .
2. The federal government, represented by the United States Department of Labor, is not
a party hereto, and that no legal liability on. the part of the federal government is
implied under the terms and conditions of this subcontract.
PERFOPMANCE OBJECTIVES
1. The subrecipient will be responsible for providing outreach, recruitment, intake,
assessment, eligibility determination, and orientation to youth eligible for parti-
cipation in work experience as funded by this grant. In addition, the subrecipient
will develop work sites, assign youth to work sites, provide supervision, issue
payroll checks in accordance with the records and reporting section of this sub-
contract, and provide general administration of the work experience activity developed
by the subrecipient.
2. All participants will comply with the eligibility standards for the Sumer Youth
Employment Program under CETA Title IV in the rules and regulations set forth. by the
United States Department of Labor. If the subrccipient's ineligibility determination
rate exceeds five (5) percent during the fiscal year, corrective measures must be
taken and funding for the following year will be affected.
3. The subrecipient will provide the recipient with written job descriptions for each
position funded by this subcontract.
4. Aminimum of percent of the total enrollment will enter unsubsidi2ed employment
upon termination from the program.
5. A minimum of percent of the total terminations will he for positive reasons.
6. The subrecipient will enroll individuals according to the following target group
percentage goals:
- Handicapped Offenders
Minority Welfare Recipients
7. The subrecipient will spend its entire budget amount.
8. The participants enrolled in the work experience activity funded under this subcon-
tract will have a worthwhile work experience. This will be measured by a. survey of
participants conducted by prime sponsor staff.
9. The participants will receive adequate supervision while at their work. stations,
This will be measured by work site visits by the prime sponsor staff.
10. The quality of the work experience positions will be measured in part by the number
of youth who receive academic credit for their participation in the activity.
11. The subrecipient will provide participants with adequate counseling. To this end,
a participant to counselor ratio of, at. a minimum, 4.0 to I will be maintained,
Further, participants will receive at least two documented counseling visits per
month.

RECORDS AND REPORTS

the effectiveness of program activities, and to meet federal reporting requirements.
2. The subrecipient must maintain financial records as follows:
a. The subrecipient must maintain a. special account for this youth work experience
activity and identify expenditures by the appropriate cost categories for each
service activity provided under this subcontract.
- b. The subrecipient staff shall record all costs incurred in the discharge of this
agreement, as incurred, and report these costs monthly, on or before the tenth
.business day of the subsequent month, in the manner and folmat prescribed by
the recipient and in conformance with applicable CETA requirements_ Reimburse-
ment requests which are submitted after November 15, 1930 will not be paid.
c. Upon termination of this subcontract, the subrecipient will provide the recipient
with a final accounting of all expenditures made in performance of this subcon-
tract within thirty (30) calendar days of the termination of this agreement.
d. The subrecipient agrees . to maintain books, records, documents, and otherevidence
pertaining to all costs and expenses of this subcontract to the extent and in
such detail as will properly reflect all net costs and expenses of whatever
nature for which payment is claimed under the provisions of this subcontract.
e. The subrecipient's accounting procedures and internal financial controls must
be determined to be acceptable to the recipient, and said procedures and controls
must conform to generally accented accounting practices in order that the costs
properly applicable to this subcontract can be readily ascertainable therefrom.
f. Payroll procedures for this activity are as follows:
I. Time sheets are completed and signed by the work site supervisor and the
participant.- Time sheets must be signed by an adult (over 18 years) employee
at the work site. If the work site supervisor meets these criteria his/her
signature on the time sheet will meet this requirement,
.2. Time sheets are collected by a subrecipient staff member and checked for
accuracy. The subrecipient assures, by its staff member's signature, that
payment is only requested for time actually worked by the participants.
3. The hours worked are recorded in a pay log byname, social security number,
and work station.
4. The subrecipient retains the time sheet and supportive records of the par-
ticipant's work. These documents will be placed in and become a part of
the participant's permanent file folder.
S. A subrecipient staff member (Who has not signed the participant's time sheet)
will distribute payroll checks to participants. At this time, the participant
will sign for his/her check. The subrecipient will retain this receipt,
which will be placed in and become a. permanent part of the participant's file
folder.
6. No person handles more than one payroll function, Any other payroll procedure
to be used in this program must be approved by the recipient and will be fully
described in writing and signed by both the subrecipient representative and
a supervisory staff person representing the recipient.
g. The subrecipient shall maintain applicant and enrollee records and other records
consistent with CETA requirements, A copy of a signed grievance procedure will
be maintained for each applicant/enrollee. In addition, written accounts of all
counseling visits will be maintained. These accounts will be dated and signed
by the appropriate subrecipient staff person. These and all other records (in-
cluding Employability Development Plans, income documentation, transportation
logs, labor market orientation documentation, etc.) are to be maintained in a
file alphabetically by applicant's/participant's last name. Applicant records
•
are to be stored separately from participant records. Active participant
records are to be stored separately from records for inactive or terminated
participants. The participant record indicating the participant's initial
entry into the prime sponsor's CETA program and all activity change forms in -
dicating Changes in the participant's status are to be stored in the front of
the participant folder with the most current or recent status -. reflected or the
first form. All records shall be open to the inspection and audit by the re-
cipient and/Or recipient's representative, and the United States Department of
Labor.
h. The subreciplent shall preserve and make available its records for a period of
three years or a period of time established by the United States Department of
Labor from the date of the final accounting submitted by the subrecipient to the
recipient after completion of the work under this subcontract and designated by
the subrecipient as the final accounting.
3. The subrecipient will have the following informhtion available. on r.:est

b. The names and number of enrollees participating in or receiving each type of
labor market oriontntion available. This information will be documented bn
writing, .
c. Number of labor market orientation sessions per participant for each type of
labor market orientation, if applicable.
d. Number of participants who are in-school, out-of-school, high school dropouts,
potential dropouts, or high school graduates (or GED) in each activity.
e. Number of applicants who are in-school, out-of-school, high school dropouts,
potential dropouts, high school graduates (or GED), handicapped, minority.
f. Total number of individuals who applied for participation in the program and
total number of .individuals_who enrolled in the program.
g. Total number of participants who, at the time the request is made, are currentl
in the program.

4. The subrecipient will review all CETA participant applications with the recipient
prior to requesting reimbursement for the participants' wages and •fringe benefits.
The subrecipient will submit participant registration and information records,
signed grievance procedures, employability development plans, activity change
records, and termination records as required to the recipient on a timely basis.
The subrecipient may not receive reimbursement for wages and fringe benefits for
applicants/participants for whom these records are not completed accurately - and re-
ceived by the recipient by October 1, 1980.
MONITORING AND CORRECTIVE ACTION
Participant wages and fringes, client services, and administrative dollars will be
proportionately adjusted to sustain the enrollment level as reported for the period
ending June 30, 1980 when the reported enrollment level is less than that contracted
minimum. At that time a new Appropriation Planned Expenditure Summary will be
negotiated.
And further, if the subrecipient's actual rate of expenditures is less than its planned
rate of expenditures as recorded on the Appropriation Planned Expenditure Summary, the
subrecipient may be required to forfeit those unexpended dollars. The subrecipient
understands and agrees that, at the discretion of the recipient, this provision authorizes
automatic forfeiture of these unexpended. dollars. Any funds planned for expenditures
under this subcontract but unexpended by the subrecipient before October 1, 1980 will be
forfeited to the recipient.
TERMINATION
This subcontract may be terminated for default or non-compliance on the part of the sub-
recipient and said termination may be exercised by the recipient whenever the subre-
cinient shall default in performance of this subcontract in accordance with its terms
and shall fail to remedy such default within a period of ten (10) business days after
receipt from the recipient of a notice specifying default or non-compliance.
The Secretary of the United States Department of Labor, for good cause, may order this
subcontract suspended Or terminated in whole or in part effective on the date of the
Secretary's order Or on such other date as the Secretary determines. In case of termi-
nation, the Secretary may allow the subrecipient to expend further funds only for purposes
of closing out the subcontract, including the transfer of participants into another sub-
recipient's sumer program in accordance with the Secretary's directions, Whenever the
Secretary orders a termination or suspension of a subcontract, the Secretary may take
whatever action is necessary including direct legal action against the subrecipient, or
issue an order to the recipient that it take such legal action, to reclaim misspent
funds or to otherwise protect the integrity of the funds or ensure the proper operation
of the summer program. Where a subcontract is suspended or teiminated in whole or in
part, the Secretary shall offer the recipient or subrecipient an opportunity for a hearing
The subrecipient is bound to maintain workmen's compensation for all participants. The
subrecipient shall immediately notify the recipient if this insurance policy is cancelled
by the insurer or discontinued by the insured_
