WHEREAS, there are persons who feet they have been discrimina.Lod against in
their search for housing; and
WHIllEAS, these persons may apply to social or human service agencies to obtain
information and assistance in resolution of their perceived housing discriminatory
treatme-f; and
'7N_KE\S, staff members of such agencies can be of assistance to citizens by
serving as an information and referral resource; and
WHEREAS, it would be helpful to all persons to he knowledgeable on fair housing,
laws; and
WHEREAS, the County as a recipient of Community Development funds must provide
assurance that it will take those actions necessary to affirmatively further fair
housing in the sale or rental of housing, the financing of housing, and the provision
of brokerage services; and
WHEREAS, the Fair Housin Center has developed a. fair housing CraiinE
in cooperation with the Micb::alL Civil Rights ...Ym [set on and the Dep. oi. of
[Tousi ne and Urban Development.; and
lKLE -Ei.S, the Fair Housing Center has conducted a training program in on efficient
and nr-fessional manner under contract with Oakland County; and

NOW THEREFORE BE IT RESOLVED that the OaKl:u.0 County Board of Commissioners
authorize the Chairman of the Board of Commission2rs to execute the attached contract
with the Fair Housing Center for the implementation of a fair housing training and
referral program to he completed within a twelve (12) month period at a cost not
to exceed $30,000.

AGREEMENT BETWEEN COUNTY OF OAKLAND AND FAIR HOUSING CENTER
THIS AGREEMENT is made by and between the County of Oakland, a Michigan Constitutional
Corporation, (hereinafter called the "County"), and the Fair Housing Center (here-
inafter called the "Agency").
I. The County hereby contracts to provide financial support to the ,o ,ency
development and provision of an Intake and Referral Training Program to.

II. The Agency Agrees1
A. To provide services as designated in Atta
B. To furnish the County such statistical inforo-otion on services provided at
such .times and in -auch manner as may be required so an evaluation of services
rendered may be made.
C, To permit authorized representatives of the County or the Deparnw of
Housing and Urban Development to review program activity and
records as may be deemed necessary for program evaluation or fiscal audit.
„ D. To hold harmless the County, its principles and staff, from any liability
for any loss or damage to any person or property arising out of or in any

III. The County Agrees:
A. To provide funds as stipulated in Attachment B in accordance with ser

B. To- assist . and to encourage participation by appropriate local agency staff
in. the. program.
. C. To advise the Agency in writing of any alleged violation of the agreement or
'substandard performance and to provide a period of time, to be stipulated
by the County,- for compliance or correction of alleged deficiencies and to •
provide hearing with the Agency prior to withholding operational funds.
IV. - Both Parties Agree: --
- A. That no person shall be denied services on the basis of race, creed,. Rey
or national origin.
IL That there will be no discrimination against any employee or applicant for
employment with respect to tenure, terms, conditions or privileges of employ-
ment regardless of race, color, creed, sex or national origin.

The Fair Housing Center will provide a training program that can be utilized by
employees of social and human service agencies in handling complaints of discriol
in housing. That process will be conveyed to employees in two typesof trainin ,
programs:

- The Intake/Referral Training Program will provide the employee with basic -jitfolon
about local, state and federal fair housing laws; procedures on how to recoi
record complaints; referral resources on where and how to refer complaints; fledures
- on how to follow-up complaints to insure that the complaint has been satisfaA=:orlly
resolved. This initial training program will describe the investigation process but
will not train employees to do the investigation or to be directly involved in the
conciliation or resolution - of the complaint.
In preparation for the training program the Fair Housing Center will make pr(o -oaining
visits to each of the agencies involved in the program in order ;o: rev:

training needs and help the agency identify key employcee to be ii.volved

and schedule and conduct the traiiog program.
Following the training program, the Fair Housing Center will conduct -ieh
to each agency to meet with trained personnel; review the effectiveness of thu
training program; and work out any specific problems that may have developed.
As part of the training program, the Fair Housing Center will provide information on
a regular basis to the participants in this program concerning useful and .effective
fair housing actions.
In addition the Fair Housing Center will develop audio-vLsoal materials (up to six)
slide/tape and/or video presentations for use in providin information on fair housing
laws, housing opportunities and services available to hooRseekerso Finally, the
Fair Housing Center will prepare a concluding evaluatory report on the total pr:1
for the County.
