PETERSON, COUNTY COMMISSIONER-DISTRICT #6 RE: HEALTH PLANNING REQUIREMENTS (SAAC) TO THE OAKLAND COUNTY BOARD OF COMIVISSICJIERS Mr. Choi eei, Ladies and Gentlemen: WHEREAS, 1980 Oakland County fundin Council of Southeastern Michigan (CHPC-SEM) h.eeen suspended in accordenee Miscellaneous Resolution #9445 of June 10, 1980; a. Comprehensive Health Planning WHEREAS, oncerns e functioning of CHPC-SEM were raised in adopted Miscellaneous Resolution #9461; and VS, the President of CHPC-SEM .o Miscellane lution #9445 by letter on July 21, 1980; and WHEREAS, the Chairperson of the Statewide Health Coordinating Council (SHCC) responded on August 28, 1930 to Miscellaneous R.Iuion #9461; and -, the Oakland County Sub-Area Advisory Council (OC-SAAC) has no of substant . .esolution of the problems addressed in the two resolutions; and there has been on-going communication about the concerns of health planning intere , - een the OC-SAAC, the Health and Human Resources Committee and the County Executive's office; and WHfS , it is necessary to provide CHPC-SEM with c I response t:.; 'etter recognizes the foli v'ee minimum requirements to establish the role of the OC-SAA!"7, System ...veeee'y structure: 1) That CI-ii".C-SEM bylaws require the eslol -.:i.:,hment of Sub-Area Advisory Councils, made up of consumers and peevaers as members, who elect - own SAAC Chairperson; establish bylaw.- ,..les.ie.reet;ey standing citizens in the SAAC jurisdiction; and other matters necessary for effective functioning as advisory bodies; Mr. Cl.e.::::.erson, 1 mo.e 2) That a SAAC Chairperson's standing committee be este.:ihli!,.:ed by CHPC-S77-'1 bylaws and that that committee elect its Choi! -.310 will st-:,,rve with all other SAAC Chairpersons on the CHPC-SEM .:ee•erning body as voting members. 3) That in the operational structure of the CHPC-SEM a workable system of communication be established ,e-ere continuity of staff support of SAC; to assure adequate dissemination of planning 7;4:-,-,E particularly on Certificate of Need applications; to permit the c_7=1.e.u.c: .eo ade :feee:dy input from its jurTsdic: n ts advisory role; and finally to specifically the role of SAAC's; 4) That no CHPC-SEM action or rules hinder local SAAC pleening with other bodies in its !ki.risdiction, such as boards of coeire:..5ioners, city councils, health de, erv!-s and medical and hospital on matters of local concern; 5; That mandated corporate members of CHPC-SEM, as members of the SAAC in their jurisdiction, adhere to the SAAC rules or procedure applicable to all SAAC members; 6) That, based on statutory requirements relative to the ratio of consumers and providers, and based on the "one man, one vote" j nciple, the individual SAAC's have represe ,ea: CHPC-SEM standing committees and that any ad hoc c- nittees ceeee,e..-e: with SAAC vs include at a minimum the SAAC Come-e'ee Chairperso, 7) That stati Drovisions w ->pect to the requirement for representation in CHPC-SEM of elected officials be adhered to. A sufficient majority having voted therefor, the motion carried. Moved by Peterson supported by Fortino the rules be suspended for immediate consideration of the resolution. (26) NAYS: None. (0) A sufficient majority having voted therefor, the motion carried. Moved by Montante supported by Roth the resolution be amended in Paragraph 7 to read as follows, "That statutory provisions with respect to the requirement for representation in CHPC-SEM of elected officals be adhered to, in accordance with Act 323". A sufficient majority having voted therefor, the amendment carried. Vote on resolution as amended: AYES: Perinoff, Pernick, Peterson, Price, Roth, Wilcox, Aaron, Caddell, DiGiovanni, Doyon, Fortino, Gabler, Gorsline, Hobart, Hoot, Kasper, Kelly, Lewand, McDonald, Moffitt, Montante, Moore, Moxley, Murphy, Page, Patterson.
