IN RE: MEMORANDUM OF AGREEMENT - OAKLAND LIVINGSTON HUMAN SERVICE AGENCY AND
AREA AGENCY ON AGING
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS both the Area Agency on Aging (AAA 1-B) and the Oakland
Livingston Human Service Agency (OLHSA) have various responsibilities,
functions and mandates relating to services to seniors; and
WHEREAS the Health and Human Resources Committee became concerned
that this somewhat overlapping responsibility could possibly lead to duplication
of effort and funding of duplicate functions; and
WHEREAS your Committee voted to request that the AAA 1-B and OLHSA
put together a Memorandum of Agreement to be approved by the two agencies
and the Oakland County Board of Commissioners which would help delineate the
role of each agency in serving senior citizens.
NOW THEREFORE BE IT RESOLVED that the attached Memorandum of Agreement,
which has been approved by both the Area Agency on Aging and the Oakland Livingston
Human Service Agency, be approved by the Oakland County Board of Commissioners.

MEMORANDUM OF AGREEMENT
BETWEEN
THE AREA AGENCY ON AGING I-B
. AND
THE OAKLAND LIVINGSTON HUMAN SERVICE AGENCY
MISSION AND GOALS
The Area Agency on Aging 1-B (AAA ,1-B) is the federally mandated and t
state designated_regional planning and coordinating agency for services -.
to the elderly withinthe counties of Monroe, Washtenaw, Livingston,
Oakland ) Macomb,.and St. Clair. Pursuant to Title III of the .Older - -
Americans Act,. the AAA I-B is responsible for the development and
administration ofof an area plan for a comprehensive and coordinated
service delivery system within this six county planning and service area. .
In addition, federal regulations require the AAA 1-B to assess the kinds :.
and levels of services needed by older persons in the planning and. service -
area, and the effectiveness of other public and private programs in
meeting these needs.. Within the framework of area plan development, the
AAA 1-B seeks to coordinate planning activities with other agencies and .. -
organizations, in order to promote new and expanded benefits and
opportunities for older persons.
The AAA 1-B administers federal (Older Americans Act ) Title III and V) and
state funds, allocating these resources, through subcontracts, to local
organizations capable of providing services to the older population.
Technical assistance, monitoring and periodic evaluation c -7 these sub-
contractors is performed in accordance with applicable lo ,:/s and regulations.
.Administration of the area plan is to be coordinated win other relevant
federally funded programs. All available federal, state, and local resources-
are also to be considered in order to achieve a comprehensive and coordinated
service delivery system. In this manner, available resources of the AAA 1-B
can compliment those available through other systems, in accordance with a
jointly developed strategy. In all its activities, the AAA I-B is mandated
to provide leadership and advocacy on behalf of older persons; to give
preference to older persons with the greatest social and economic need in
the delivery of services; and to provide adequate and effective opportunities
for older persons to express their views to the AAA 1-B on matters of policy
development and program implementation under the area plan.
The Oakland Livingston Human Service Agency (OLHSA) is the designated
community action agency for the counties of Oakland and Livingston. The
community action agency is responsible for administering programs for the
poor and elderly and is mandated to emphasize advocacy activities and
