IN RE: Allocations for Belated Costs Paid in Fiscal. Year 1980
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies, and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous
Resolutions No, 6546 and 8883 applied for and was granted the designation as
Prime Sponsor by the U. S. Department of Labor to administer the provisions of
the CoMprehensive Employment and Training Act of 1973 and the Comprehensive
Employment and Training Act Amendments of 1978; and
Illm'AS we have received reimbursement requests from sub-recipients
after the closing date for the fiscal year 1979; and
WHEREAS these bills were accompanied by proper documentation and
the agency had funds available in their fiscal year 1979 budgets; and
WHEREAS the Department of Labor has approved the method of payment
in their letter dated October 22, 1979 on "Procedures for Handling Belated
Costs" (see attachment #1).
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approve the attached allocation to cover the late reimbursement
requests shown in attachment #2.
BE IT FURTHER RESOLVED that the money will come out of the available
FY-80 funds shown on attachment #2.
Mr. Chairperson, on behalf of the Public Services Committee, I
move the adoption of the foregoing resolution.

This is in response to your letter of September 14 regarding payment
of belated costs and disposition of recaptured funds by the prime
sponsor.
The procedures for handling belated costs are as follows: -
1.. Costs relating to FY 1978 could be paid out of FY 1979 funds if .the
°subagent or subcontractor did not exceed their budget and if there -
were monies:carried. over from FY 1978 into FY 1979,
2- The Pre-Agreement Clause is used only when belated costs are unkno7rn.
- If the costs are known at the time Of closeout, then funds would be
set aside in that grant to cover those costs::
The disposition of the recaptured fonds is as follows:
I. Recaptured funds for unallowable costs prior to FY 1978 must be
returned to the Department of Labor. The authority to use those
funds has lapsed and are not available to the prime sponeor.
2. Under the Annual Settlement procelures, recaptured funds from
previous Annual Plans are incoreeed into the prime- sponsor's
current. Annual Plan and used to reduce expenditures.

Funds for Title VI PSE will be transferred from the administrative cost pool.
Funds for the administrative cost pool will came from the Title IID administrative cost pool
contingency.
