IN RE: TORNADO WARNING SYSTEM EXPANSION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairman, Ladies and Gentlemen: WHEREAS, the Oakland County Board of Commissioners by Miscellaneous Resolution Numbers 7865, 7971, and 8664, accepted Federal grants to defray a portion of the costs in purchasing sirens to be utilized within the Oakland County Tornado Warning System; and WHEREAS, additional funds per Miscellaneous Resolution Number 9182 1Nov,2mer 1., 1979) have been requested of the Federal Governmerlt for this purpose; and WHEREAS, as of this date no Federal fund 1...ve been allocated; and WHEREAS, the Cities of Hazel Park and Farmington ., per the attached Purchase Agreements have requested. to participate in the Siren System; and WHEREAS, the Cities of Hazel Park and Farmington have agreed to pay seventy-five percent of the total estimated cost of one and two sirens respectively; and WHEREAS, consistent with the attached agreements, the Cities of Hazel Park and Farmington agree that Oakland County will retain ownership of any sirens and will be responsible for the maintenance and the electrical costs for said sirens purchased Under this areement; and WHEJHAS, the County share of the cost will remain at twenty-five percent as has been the policy previously established by the Board. of Commissioners per Miscellais Resolution Numbers 7865, 7971, 8664, and 9409. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the appropriation of $6,601.39 Miscellaneous Resolution Number July 29, 1980 Page Two consistent with the attached budget as Oakland County's match; and BE IT FURTHER RESOLVED that the expenditure of this appropriation is contingent upon the execution of the attached written agreement between the County and the Cities of Hazel Park and Farmington; and BE IT FURTHER RESOLVED that written quarterly progress reports be presented to the Public Services Committee by the Director of the Emergency Medical Services and Disaster Control Division and to the balance of the members of the Board of COMUOSSiOTICTS. Gale for 2 signal-three phase siren the City of Farmington called "Municipality;" , hereinafter 4 County Executive PUT,..CASE THIS AGR=.77.--:', entered into this 10th' day of - -July , 1980, between the COUNTY OF OAKLAND, a Michigan Constitutional Corporation, hereinafter called "County," and WHEREAS, the County has established a centrally activated tornado' Warning system; and WHEREAS, the Muncipality desires to become a part of such syste NOW THEREFORE in consideration of the sum of Thirteen Thousand Four 56 Hundred Fifty Nine and= ($13,459.56 ) to be paid by the 11icipa1ity to the County, the County agrees to install two ( 2 ) siren(s) within the Municipality at locations to be designated by the' Municipality. This agreement and costs shown are subject to change depending upon selection of siren location by the Municipality, bid costs, inflationary trends, and the availability of Federal matching funds (fifty percent of the cost of the 'siren(s) purchased and installation). Allen......................Clerk By•••••••••••••••••••••••••••• • 0 • I• • Deputy Clerk FISCAL NOTE BY: FINANCE COMMITTEE, DENNIS MURPHY, CHAIRPERSON IN RE: MISCELLANEOUS RESOLUTION #9536 - TORNADO WARNING SYSTEM EXPANSION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: Pursuant to XI-C of this Board, the Finance Committee has reviewed Miscellaneous Resolution #9536 and finds: 1) The Cities of Farmington and Hazel Park request County participation in the purchase of three (3) Tornado Sirens. 2) The estimated cost of the Sirens is $26,405.55, of which $6,601.39 or twenty-five (25%) percent is the County's share and $19,804.16 or seventy-five (75%) percent is the Local Match per the attached budget summary. The Finance Committee finds $6,601.39 available in the 1980 Contingent Fund. Further, the Board of Commissioners authorizes the appropriation of $6,601.39 from the 1980 Contingent Fund to the 1980 Disaster Control Unit Budget - Capital Outlay account.
