Fiscal Year 1981 Planning Funds - Title IIB - On-The-Job Training and Services TO THE OAKLAND COUNTY BOARD OF ODMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS, the Oakland County Board of Commissioners by Miscellaneous Resolution No. 6546 and No. 8883 applied for and was granted the designation as Prime Sponsor by the U.S. Department of Labor to administer the provisions of the Comprehensive Employment and Training Act of 1973 and the Comprehensive Employment and Training Act Amendments of 1978; and WHEREAS, the Department of Labor through LTA Letter NO. 80-75 dated June 6, 1980, identified funding levels for planning purposes for all titles except Title IV; and WHEREAS, for planning purposes, Title IIB is programmed at the recommendation of the Department of Labor at 90% of the Fiscal Year 1980 funding level; and WHEREAS, Title IIB On-The-Job Training and Services activities have been designated OJT, S787,272.00 and Services, UCl,3300 to contract for Fiscal Year 1981 based on average expenditure levels and community needs for the past four years; and WHEREAS, the review process has included all supervisory staff of all acti ,7Tties to approve the contracts recommended by each activity; and WHEREAS, the Manpower Planning Council has approved the method of selection and contractors identified in the attachment to this resolution. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approve to contract under this title of C.E.T.A. with the Contractors in accordance with the attached schedule. BE IT FURTHER RESOLVED that in the event that additional funding for Fiscal Year 1981 becomes available, new contractors will be selected from the approved list for each activity. BE IT FURTHER RESOLVED that a written quarterly report for review of performance objectives will be submitted to the Public Services Comdttee and the Oakland County Board of Commissioners. BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners be and is hereby authorized to execute said contracts. PUBLIC SERVICES COASTITEE Henry William/Hoot, Chairman TITLE IIB ON-THE-JOB TRAINING On-the-Job Training (OJT) is training in the private sector which occurs while the participant is engaged in productive work which provides knowledge or skills essential to the full and adequate performance of the job. The OJT component is the foundation of Employment and Training activity in Oakland County. Through it, economically disadvantaged individuals are placed into employment with private employers who are, in turn, subsidized for the extraordinary costs of training these individuals. In Oakland County, the system of providing OJT is executed through agencies located in major cities. Interested parti- cipants who meet the CETA eligibility standards are provided with career counseling and develop an employability plan. Assuming the applicant is job ready (does not require some form of Classroom Training), the agency job developer then seeks to match the applicant with a position suited to his/ her's interests and skills, When this is accomplished, an agreement between the Prime Sponsor and the employer is executed. Generally, the agreement provides the employer a fifty percent reimbursement for wages paid over a specified period of training time, usually 16 to 24 weeks. This provides the employer with a financial incentive to hire the structurally unemployed, while maintaining absolute training responsibilities. POLICY STATEMENT TITLE JIB OJT AND SERVICES To fund On the Job Training activities from both Title JIB and Title IV, in order to allow a modest increase in the total funding for fiscal year 1981. TARGETED JOBS TAX CREDIT PROGRAM (TJTC) TO reimburse TJTC agreements which are combined with direct placements. DIRECT PLACEMENTS To expand the direct placements to 125% of Plan, in order to provide services directly to qualified applicants without additional training costs. TITLE IIB ON-THE-JOB TRAINING The following are those offerors who have submitted proposals for Title IIB On-the-Job Training and have been recommended for funding.
