The cost of the individual elements needed to develop an Act 641 solid waste management plan is approximately $591,900 over the two year planning period. The local match under Act 641 should be 20% or $118,380 and the State grant should be 80% or $473,520. Unfortunately due to the limited grant funds appropriated by the State legislature and the peculiarities of the disbursement formula contained in the Act 641 rules, Oakland County will only be tendered $66,206.57 for fiscal year 1980 by the D.N.R. Presuming the State grant for fiscal year 1981 will be one-half of the 1980 amount, Oakland County will be contributing approximately 83% of the cost of the solid waste management plan while the State's share will be only some 17%. As evidenced by the attached contracts with Camp, Dresser, and McKee, Inc. as engineering consultant and Paine, Webber, Jackson, and Curtis, Inc. as financial advisor, Oakland County has already committed itself to the expenditure of $483,000. Actually, the 1979 and 1980 County budgets have allocated $923,000 for Professional Services in the solid waste program. Current preliminary figures in the proposed 1981 County budget allot $225,000 for Professional Services for futher steps towards implementation of the County's Resource Recovery/ Energy Conversion System and waste plan. B. The following is a summary analysis of the funding for the Oakland County Act 641 Solid Waste Management Plan: 1. Offical D.N.B. notice of funding, dated July 15, 1980 indicating State grant available to Oakland County for 1980-$66,206.57. 2. Estimated 1981 State grant to Oakland County = $33,103.28 19. 3. Total monies for two year planning period. 1980 State grant = $ 66,206.57 1981 State grant = $ 33,103.28 (estimated) Total State grant = $ 99,309,85 Local funding = $492,566.63 (in this case 83%) Total Plan Cost = $591,876.48 #9575 September 18, 1980 Moved by Caddell supported by Fortino the resolution be adopted.
