HomeMy WebLinkAboutResolutions - 1979.08.09 - 12246Miscellaneous Resolution 9089 Date August 9, 1979 BY: PUBLIC SERVICES COMMPITEE - Henry William Hoot, Chairman IN RE: Title IV Summer Youth EMployment Program FY79; Modification of Pontiac Schools Remedial Mathematics Classroom Training TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS: Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution No. 6546 applied for and was granted the designation as Prime Sponsor by the U. S. Department of Labor to administer the provisions of the Comprehensive EMployment and Training Act of 1973; and WHEREAS the Oakland County Board of Cdmmissioners by Resolution No. 8818 authorized the CETA FY79 short form Summer Youth Plan; and WHEREAS the Oakland County Board of Cbmmissioners by Resolution No. 8967 has accepted the 1979 allocation for the Summer Youth Employment Program and approved the utilization of the 1979 allocation and carry forward balance from 1978 according to a program design and budget which includes classroom training; and WHEREAS the Oakland County Board of Cbmmissioners approved the recommended proposals for clBssroam training for negotiation of subcontracts and the utilization of funds designated for classroom training in Resolution No. 9002 according to a budget which includes a proposal for remedial mathematics from Pontiac Schools; and WHEREAS the Pontiac School District has determined that fewer enrollees are interested in remedial mathematics than originally anticipated; and WHEREAS the Pontiac School District has revised the curriculum and increased the number of training hours per enrollee; and WHEREAS the most recent budget submitted by Pontiac Schools to the Prime Sponsor for remedial mathematics classroom training totals $11,676.10 which is a decrease of $6,444.08. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Cbmmissioners approve the attached revised budget for the Pontiac School District remedial mathematics classroom training for a decrease of 56,444.08 and a new revised total of $11,676.10 which reflects the decrease. BE IT FURTHER RESOLVED that a written report for review of performance objec- tives will be submitted at the completion of the program to the Public Services Committee and the Oakland County Board of Commissioners. BE IT FURTHER RESOLVED that the Chairperson of the Board of Cbmmissioners be and is hereby authorized to execute said contract for an amount not to exceed that indicated in the attached allocation. RESOLUT lOr 1 HERE" A• • • • THE -4 ,,4c • c I OAKLAND COUNTY PUBLIC SERVICES DEPARTMENT EMPLOYMENT AND TRAINING DIVISION SUMMER YOUTH EMPLOYMENT PROGRAM FY 1979 The Summer Youth Employment Program includes a classroom training component which is a secondary activity to work experience. Classroom training offers youth an opportunity to receive remedial training in mathematics and/or reading or vocational exploration. One of the proposals received for class- room training was submitted by Pontiac Schools for remedial mathematics. Although the proposal was designed to provide 300 youth with 32 training hours each for $18,120.18, Pontiac Schools has determined that fewer enrollees are interested in remedial mathematics than originally anticipated. In addi- tion, the school district staff revised the curriculum and increased the number of training hours per enrollee to better meet the needs of the youth and im- prove the quality of the class. The most recent proposal revision submitted by Pontiac Schools is for a remedial mathematics class to provide an increased level of 96 hours of instruction to each of 60 enrollees for $11,676.10. The cost per enrollee per hour is now $2.03, which is within the accepted range of $2.20. The purpose of this resolution is to obtain the Public Services Committee's approval of and recommendation to the Board of Commissioners for a budget reduction of $6,444.08; as a result, the 1979 SYEP Pontiac remedial mathematics classroom training contract will total $11,676.10. $6,192.02 of the $6,444.08 reduction has already been allocated to the Pontiac Schools Vocational Exploration classroom training contract. This was authorized by Resolution No. 9052. The balance of $252.06 will be held by the Prime Sponsor for future use in SYEP classroom training. S. Department of Labor to administer the provisions of the Compre- hensive Employment and Training Act of 1973; and WHEREAS the Oakland County Board of Commissioners by resolution 8818 . authorized the CETA fiscal year 1979 short form summer youth plan; and WHEREAS the U. S. Department of Labor has notified Oakland County that its planning estimate for the fiscal year 1979 Summer Youth Employment Program is $2,329,056; and WHEREAS the Summer Youth Employment Plan for fiscal year 1979 has been reviewed by the Youth Planning Council; and WHEREAS the effectiveness of the fiscal year 1978 summer youth program indicates service to-1,544 Oakland County youth with the second highest per- centage of youth entering unsubsidized employment upon termination from the program of all the 1978 summer youth programs in Michigan that were authorized by the U. S. Department of Labor; and WHEREAS no youth enrolled in the 1978 Oakland County summer youth program were determined ineligible as a result of a federal eligibility review. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accept $1,011,792.12 as the 1979 allocation and approve the utilization of the 1979 allocation and carry forward balance from 1978 according to the attached program design, budget, allocations, and subcontract for the fiscal year 1979 0 .Summer Youth Employment Program contingent upon appropriations from the U. S. Department of Labor. BE IT FURTHER-RESOLVED thPt a monthly written report for review of per- formance objectives will be submitted to the Public Services Committee and the Oakland County Board of Commissioners. S. Department of Labor. BE IT FURTHER RESOLVED that a monthly written report for review of progress toward performance objectives will be submitted to the Public Services Committee and the Oakland County, Board of Commissioners. BE IT FURTHER RESOLVED that the Chairperson of the Board of Commis- sioners be and is hereby authorizes- to execute said contracts for amounts not to exceed those indicated in the attached allocations.
