Hoot, Chairman IN RE: COOPERATIVE EXTENSION SERVICE PURCHASE OF SERVICE AGREEMENT WITH DEPARTMENT OF SOCIAL SERVICES. TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairman, Ladies and Gentlemen: WHEREAS, the Oakland County Board of Commissioners by Miscellaneous Resolution #8156 authorized the establishment of programs within the Cooperative Extension Service Division utilizing the Department of Social Services Title XX Purchase of Service Funds; and WHEREAS, the initial period of funding has existed for the continuous period of July 1, 1977 through December 31, 1979; and WHEREAS, Department of Social Services Title XX will finance 100% of the program cost; and WHEREAS, it is the interest of Oakland County to render the Homemaker and Parent Aide education services to Protective Service Families. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the negotiation of Title XX Purchase of Service Agreements for both the Homemaker and Parent Aide Programs for the period of time January 1, 1980 through December 31, 1980, consistent with the attached prernT summary and budgets. BE IT FURTHER RESOLVED that the ::i7eperson of the Board of Commissioners be and is hereby au -_horized to execute said agreement. AND BE IT FURTHER RESOLVED that written quarterly progress reports be presented to the Public Services Committee and to the balance of the members of the Board of Commissioners. Hoot, Chairman, moves the adoption of the foregoing resolution, Hoot, Chairmen PURCHASE OF SERVICE FROM DEPARTMENT OF SOCIAL SERVICES Request to Continue Purchase of Service Agreement PARENT AIDE The Department of Social Services has advised Cooperative Extension Service that $36,000 will be available for Parent Aide Program services in 1980. The Division is requesting permission to negotiate continuation of the Parent Aide Program based on successful purchase of service agreements and continuous operation since 1977. The Parent Aide Program recruits, trains, and places volunteer Parent Aides who provide in-home training, education, and encouragement to Protec- tive Service Families. It is anticipated that the program will assist one hundred (50) Protective Service Families in 1980. Family progression evaluation is used to measure family progress and program accomplishment. This program complements and extends the capacity of the existing Family Living Education unit of Cooperative Extension Service in directing education through the use of volunteers to families with critical family living education needs. Program Management PARENT-TO-PARENT PROGRAM - VOLUNTEER AIDES PARENT AIDES 90 DAY GOALS Januar 1 - March 31 980 1. Program Management a. Create activity within the com- munity for the purpose of recruit- ing 29 volunteer Parent Aides. • b. Prepare and carry out training and in-service programs for selected volunteers. c. Screen in volunteers found to have necessary qualities to be construct- ive Parent Aides before during and after training. d. Support, maintain, and match 26 trained volunteers to work with Protective S ervice families. e. Administer and maintain records re- garding family progress and reim- bursement of stipends to volunteer aides matched with P.S. families. • Establish and maintain positive communications between. community, volunteers and Protective Service staff. g. Apply evaluation and research of institute of Child and Family Studies, Michigan State University. a. Create activity within the community for the purpose of recruiting 8 new volunteer Parent Aides. b, Prepare and carry out training and in-service programs for selected volunteers. c. Screen in volunteers found to have necessary qualities to be constructive Parent Aides before, during and after training. d. Support, maintain, and match 26 trained volunteers to work. with Protective Service families. e. Administer and maintain records regarding family progress and reim- bursement of stipends to volunteer aides matched with P.S. f. Participate in a staff meeting of D.S.S. supervisors for purposes of discussing and monitoring program. Conduct in-service education with Protective Service staff and vol- unteer Parent Aides. g. The Division is requesting permission to negotiate continuation of the Homemaker Program based on successful purchase of service agree- ments and continuous operation since 1977. The Homemaker Program employs Family Education Aides who provide in-home training, education, and encoure=t to Protective Service Families. It is anticipated that the program will 'assist one hundred (100) Protective Service Families in 1980. Family progression evaluation is used to measure family progress and program accomplishment. No suit may be commenced by the Provider for breach of this Agreement prior to the exr,iration of 90 days from the date of such notification. The Provide' agrees, upon request by the Department and receipt of the proposed amend- ment, to amend this Agreement, if and when required in the opinion of the Department, due to revision of Federal or State laws or regulations. If the Provider refuses to sign such amendment within fifteen days after receipt, this Agreement shall terminate upon such refusal. This Agreement may otherwise be amended only by the written consent of all the parties hereto.
