HomeMy WebLinkAboutResolutions - 1979.02.15 - 12312PPP February 15, 1979 FISCAL NOTE BY: FINANCE COMMITTEE - Dennis Murphy, Chairperson IN RE: ANIMAL CONTROL DIVISION 1979 BUDGET REVISION - MISCELLANEOUS RESOLUTION #8797 Mr. Chairperson, Ladies and Gentlemen: Pursuant to Rule XI-C of this Board, the Finance Committee has reviewed Miscellaneous Resolution #8797 and finds the variance between the Animal Control Division 1979 Adopted Budget and the 1979 Revised Budget is $1,556. The cost increase is due to a one-time capital acquisition of $9,100 for an additional truck in accordance with Section G of the Vehicle Policy. Annual savings without the additional vehicle are expected to be $7,544 and are expected to repeat themselves in the future. The Finance Committee finds the $1,556 available in the 1979 Contingent Fund, said funds are to be transferred to the Animal Control 1979 Budget and the line-items revisions are to be consistent with the attached schedule. FINANCE COMMITTEE Dennis Murphy, Chairperson PUBLIC SERVICES COMMITTEE Hdhry Will&am HootChairm NG RESOLUTfON -a; 77 . • Miscellaneous Resolution _207 February 1, 1979 BY: PUBLIC SERVICES COMMITTEE - Henry William Hoot, Chairman IN RE: ANIMAL CONTROL DIVISION 1979 BUDGET REVISIONS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairman, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution #8739 adopted the 1979 County budget; and WHEREAS the 1979 County budget included, in part, a budget for the Animal Control Division; and WHEREAS the Manager of the Animal Control Division assumed that post in late 1978; and WHEREAS the adopted Animal Control Division budget was based essentially on straight line projections and, in expectation that the new Manager of the Animal Control Division would need additional time to prepare an adequate 1979 budget; and WHEREAS the goals and objectives for this division have been carefully analyzed and developed to enhance the efficiency and effectiveness of the division. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commis- sioners amends the revised 1979 budget for the Animal Control Division consistent with the attached narrative and budget; AND RE IT FURTHER RESOLVED that the Manager of the Animal Control Division present written quarterly progress reports to the Public Services Committee. AluRpily, COUNTY EXECUTIVE January 19, 1979 1979 COALS ANIMAL CONTROL DIVISION 1. Reorganize manpower. Change shift to a split shift giving more service to the public for a cost of less per hour of operation. This put into effect January 2, 1979. One shift begins at 8:00 a.m. to 4:30 p.m. and a split shift starting at 11:30 a.m. to 8:00 p.m., Monday through Friday and another shift working Saturday from 8:00 a.m. to 4:30 p.m. This gives coverage of 12 hours a day for five (5) days a week and eight (8) hours on Saturday. This schedule gives 68 hours a week coverage compared to 40 hours a week coverage in the past. Cost to operate under new system with 1979 Budget is $87.19 per hour compared to $141.26 per hour to operate in 1978 with one less position. 2. Coordinate clinics in line with veterinarians and with their cooperation. During the month of February ten (10) clinics have been set up by local townships under veterinarian guidelines. 3. Delinquent license fee raised from $6.00 to $8.00 by March 1st. 4. Census - April through June, 1979. Strong program for each township with their cooperation. 5. Review and negotiate contract with Michigan Humane Society in August (contract expires 12/31/79). Training - set up training program for Animal Control Officers in conjunction with Oakland County Health Division, Prosecutor's Office, local veterinarians, and Michigan Department of Agriculture. 7. Public Relations through Education - program set up through elementary schools and civic groups using speaker presentations.
