BY: PUBLIC SERVICES COMMITTEE - Henry William Hoot,/ChaYrman
IN RE: Title II Reallocation of Supportive Service Contract
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by
Miscellaneous Resolution No. 6546 applied for and was granted the
designation as Prime Sponsor by the U. S. Department of Labor to
administer the provisions of the Comprehensive Employment and
Training Act of 1973; and
WHEREAS the Oakland County Board of Commissioners approved
the allocation of $5,000 to Lakeside Community Health, Inc. for
Supportive Services under Title II by Miscellaneous Resolution
No. 8609.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board
of Commissioners authorizes the redesignation of $5,000 from Lakeside
Community Health, Inc. to North Oakland Medical Center for the fiscal
year 1979.
BE IT FURTHER RESOLVED that a quarterly written progress
report for review of performance objectives will be submitted to the
Public Services Committee and the Oakland County Board of Commissioners.
BE IT FURTHER RESOLVED that the Chairperson of the Board
of Commissioners be and is hereby authorized to sign said contract(s)
for North Oakland Medical Center for an amount not greater than $5,000.
,
Narrative
The purpose of this resolution is to:
1. Approve the allocation of $5,000 for the services of
Lakeside Community Health, Inc. and
2. Eliminate the services of the North Oakland Medical Center ,\
We currently must provide under CETA regulations, physicals for the Classroom
Training and Skill Training Improvement (STIP) programs. In the past, these
have been provided by the Lakeside facility. The change to North Oakland is
recommended for the following reasons:
1. We find that we have the need for drug testing in the physical - a
test which is not available at Lakeside and is provided by North
Oakland at no additional cost.
2. The change enables us to add one additional site for physicals
(Warren in addition to Pontiac). A third site in Southfield will
soon become available. Under the Lakeside contract, one location
was available.
3. Additional skilled staff will be available to evaluate back problems,
a situation that presented difficulties in the past.
4. In the past, physical results were slow and as a result we were un-
able to process paperwork as quickly as we should. This change will
result in a much faster turnaround of physical results.
The contract with Lakeside has not been renewed for FY79, and none of the
$5,000 has been spent. The contract for North Oakland will be available for
Mr. Gabler's signature pending approval of this resolution.
