IN RE : Additional CETA Title II-D Allocations
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by
Miscellaneous Resolution No. 6546 applied for and was granted the
designation as Prime Sponsor by the U.S. Department of Labor
to administer the provisions of the Comprehensive Employment and
Training Act of 1973; and
WHEREAS the Oakland County Board of Commissioners
in its efforts to increase P.S.E. enrollment levels approved
additional allocations under Title II-D through Miscellaneous
Resolutions #8969 and #9003; and
WHEREAS the Prime Sponsor is committed by the U.S.
Department of Labor to increase its present enrollment level of
604 to 920 by June 30, 1979; and
WHEREAS $1,183,662 of Fiscal Year 1979 Title II-D funds
remain unallocated and the City of Pontiac and 0.L.H.S.A. have
identified and will immediately enroll approximately 75 eligible
participants into Title II-D.
NOW THEREFORE BE IT RESOLVED that the Oakland County
Board of Commissioners approve the distribution of $138,240 from its
Title IT-D allocation consistent with the attached budget.
BE IT FURTHER RESOLVED that the balance of unallocated
funds be held in reserve until the Fiscal Year 1980 allocation is
made known.
BE IT FURTHER RESOLVED that a quarterly report for review
of performance objectives will be subritted to the Public Services
Committee and the Oakland County Board of Commissioners.
The Public Services Committee, by Henry William Hoot, Chairman,
moves the adoption of the foregoing resolution.

Dear Mr. Gabler:
Achieving enrollment goals in CETA Title II D and VI is a major national
employment policy objective. Not only has the CETA program come under`--
public and Congressional criticism for not effectively using available
resources, but, more importantly, there are large numbers of unemployed
people who would benefit from a CETA job. I am writing you because of my
concern over the ability of your CETA program to meet the enrollment goals
to which the Department of Labor and the prime sponsors agreed.
A review of the Oakland County CETA Title II D program through the end of -
April 1979 indicates that on—board enrollment will need to increase '
significantly in the next several weeks in order to reach the planned
level for June 30, 1979. The plans and performance for your area reflect
the following:

As indicated in CETA letter 79-49, the Regional Office will begin to
implement reallocation actions, where necessary and appropriate, following
receipt of May 31, 1979, enrollment data, in order to assure that target
enrollment levels are achieved and maintained. We have been asked by
ETA's National Office to designate Prime Sponsors for reallocation l yith
the potential forofficial notification to Prime Sponsors on June 13, 1979.
Your current performance suggests that you may have difficulties in
achieving your planned enrollment levels for May and June in which case we
maybe required to reallocate a portion of your funds to another area.
