HOOT, CHAIRMAN IN RE: JAIL FOOD SERVICES--SATELLITE FOOD PROPOSAL TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners have authorized the Sheriff's Department to expand its Jail Operations at satellite locations outside of the existing Jail Facility; and WHEREAS these locations are the Trusty Camp, the Southfield Jail Facility, and the Work Release Dormitory, and it is the Sheriff's responsibility to feed all inmates at these locations; and WHEREAS the Oakland County Sheriff's Department, through its Corrective Services Division has prepared the attached satellite food proposal, and requests it be adopted so that it can be operational prior to the opening of the Southfield and Work Release Facilities. NOW THEREFORE BE IT RESOLVED that the Sheriff's Depart- ment Satellite Food Proposal be implemented immediately, and the neces- sary equipment purchased so that it can be operational to serve all the Jail Facilities. Be it further resolved that the requested salary adjust- ments be referred to the Personnel Committee for consideration. The Public Services Committee, by Henry W. Hoot, Chairman, moves the adopticn of the foregoing resolution. Southfield Trusty Camp OAKLAND COUNTY SHERIFF DEPARTMENT SATELLITE FOOD PROPOSAL At the present time, the Sheriff's Department prepares and serves meals at two locations: (a) the main complex, and (b) the Trusty Camp, located on Brown Road in Pontiac Township. Planned expansion includes the operation of the Southfield Jail and a Work Release facility on Telegraph Road. The most economical approach to providing meals is to prepare all food in the Complex kitchen, and send the food to the three off-site facilities by delivery truck. Work Release JAIL KITCHEN The approximate meals served at each satellite would be: Southfield, - 138 meals per day; Work Release, 165 meals per day; and, Trusty Camp, 150 meals per day. These estimates include breakfast, lunch and supper, and may vary from day-to-day as inmate population fluctuates. Equipment Needed 1. One Van--delivery-type with rear and side-door loading, automatic transmission, power steering, power brakes - $8,000. 2. Electric Convection Ovens (approximate cost $1,600 each)--one to be installed in Southfield and one to be installed in the Work Release building. These ovens will allow bulk heating of food. 3. Twenty (20) Assorted Insulated Food Storage Containers--for delivery of food to satellite locations. These containers . can keep food hot or cold for several hours as needed. Cost not to exceed $3,000. 4. Variety of Plastic and/or Glass Individual Serving Food Containers'-- type to be used depends on conventional heating and/or microwave heating. Cost estimate $6,000, to end of 1979. 5. Two (2) Hot Service Food Carts--one 'in Southfield and one at the Work Release facility on Telegraph Road. The Trusty Camp already has this equipment - $2,500 each. / -Cost Savings -2- 6. One (1) Large, Commercial-Type Microwave Oven for the Work Release facility. (Southfield will have their own unit provided by South- field.) $2,000 estimate. 7. One Refrigerator--for Work Release building. Cost estimate $600. 8. One Commercial Bread Slicer - $2,500. 9. . Three (3) Stainless Steel Beverage Servers (for milk) $175 each. 10. Doughnut Equipment - $1,000. Each facility would be stocked with a three-day emergency supply of canned and non-perishable foods in the event of conditions which would prevent delivery of fresh foods (i.e., storms, equipment failure, disaster, etc.). At the present time, two cooks are assigned to the Trusty Camp. As two cooks cannot cover two shifis, seven days per week, they have been allowed sixteen hours of overtime each, per pay period. This amounted to $7,800 over- time for 1978 alone. These cooks would be reassigned to the Jail Kitchen, allowing the addition of a night shift which could prepare satellite meals, plus implement an expanded baking program. A very conservative estimate on savings by baking most of our breads and desserts would be $15,000_,- $20,000 per year. By consolidating our food preparation, management should be able to more closely control inventories and costs. No estimate of savings can be made at this time, however, we anticipate a savings just in better utilization of "left overs". The use of surplus foods and bulk service will also contribute to substantial savings. Time Table If the proposal is accepted, we would implement the program in three phases, as needed equipment is acquired: 1. Reassign Camp cooks to Jail and start satelliting to the Trusty Camp as early as June 1, 1979. 2. Start Southfield as soon as facility is occupied by inmates, possibly by the end of May or June. Work Release facility will depend on County renovation of building. The most current estimate is July of 1979. Other Considerations As this program is considered, some thought should be directed toward a salary study for the Food Service supervisor. We believe that the added responsibility to the Kitchen supervisor warrants a salary review, and we would strongly urge the con- sideration of upgrading one cook to the title of Assistant Food Services Supervisor with a salary adjustment. This study and proposal has been submitted after several hours of meetings with the Department of Corrections--Food Service Division, Purchasing Department members, private food vendors, and our liaison from the County Budget and Manage- ment office. We believe that the.plan can work effectively and economically. -3- y using a combination of individually packaged meals, as well as bulk pre- paration, we can take advantage of available foods including our newly acquired surplus foods. Our storage capabilities enable us to purchase large quantities of food through Central Stores and take advantage of discounts for bulk buying. Our overall objective is to serve the inmates meals that meet the legal, mandatory and moral obligations of the County, and to provide an efficient and . cost-effective system to our taxpayers.
