Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Cbmmissioners by Miscellaneous Resolution No. 6546 applied for and was granted the designation as Prime Sponsor by the U. S. Department of Labor to administer the provisions of the Cbmprehensive Employment and Training Act of 1973; and WHEREAS the Oakland County Board of Cbmmissioners approved the MA Title I Youth Manpower Program and budget by Resolution No. 6915; and WHEREAS the Oakland County Board of Commissioners directed the Oakland County Manpower Division to enter into contract with the Oakland County Com- mission on Economic Opportunity and subsequently the Oakland Livingston Human Service Agency under the above mentioned budget by the same Resolution No. 6915; and WHEREAS the Oakland County Manpower Division contracted with OLHSA to provide youth services for the period of December 23, 1974 to May 16, 1975 for the amount of $320,939; and WHEREAS the Oakland County Prime Sponsor subsequently made verbal agree- ment with the OLHSA agency to extend the contract from May 16, 1975 to May 31, 1975; and WHEREAS the Oakland County Auditing Department audited this CEHSA contract in November of 1978 and recommended that costs incurred between May 16, 1975 and May 31, 1975 be disallowed because no written contract modification was made to extend the contract; NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approve the contract modification which extends the UETA Title I Youth Work Experience contract for FY75 with OLHSA from May 16, 1975 to May 31, 1975. BE IT FURTHER RESOLVED that the Chairperson of the Board of Cbmmissioners be and is hereby authorized to execute said modification. The Public Services Cbmmittee, by Henry William Hoot, Chairman, moves the adoption of the foregoing resolution. NARRATIVE The Prime Sponsor entered into a contract with the Oakland Livingston Human Service Agency in December 1974. This contract was for the purpose of providing Youth Work Experience under Title I. The contract amount was for $320,939. The period covered by the contract was December 23, 1974 to May 16, 1975. Because the Prime Sponsor desired to enter into a subsequent contract beginning in June 1975, under new funding, and because unexpended funds remained in the previous contract, the Prime Sponsor and OLHSA verbally agreed to extend the original contract (ending on May 16, 1975) to May 31, 1975. The Auditing Department of Oakland County questions those costs incurred between May 16, 1975 and May 31, 1975 because there is no written extension of the contract. The amount of disallowed costs as a result of this lack of time extension is approximately $35,000. The Board of Commissioners is asked to formally extend the contract ending date from May 16, 1975 to May 31, 1975. No additional contract dollars are being requested. Maid P. Said modification to include: 1. The extension of the initial 1Y-75 CA Title 1, Youth Work Experience Program for the period 12-29-74 to 5-16-75, to 12-29-74 to 5-31-75. 2. The contract period was funded in the amount of $320,939 of valich $33,280 was unexpended as of 5-16-75. • 3. The utilization of the unexpended balance of said funds for the purpose of extending the Youth Work Experience Program frcm 5-16,75 to 5-31-75 was implemented.
