Peterson, Commissioner, District, '6 1 IN RE: Proclaiming Oakland County's Observan4e of "International Year of the Child" To the Oakland County Board of Commissioners I Mr. Chairperson, Ladies and Gentlemen: WHEREAS there exists a need for improviement of living conditions for many of the world's 1.5 billion children; and WHEREAS in the United States alone milions of children have never received any medical care and still more have never seen 1,a dentist and annually over 2 million suffer physical abuse from their parents; and WHEREAS the United Nations General Aigembly has declared 1979 as i: "The International Year of the Child" in the hot* of stimulating all nations to ill implement long -ilerm przgriums for improving the Ives of children and to that end i have declared the following to be "The Rights ofi I the Child": , The right to affection, love and unders4nding The right to adequate nutrition and medilcal care Ii The right to free education The right to full opportunity for play anill recreation The right to a name and nationality The right to special care, if handicappeil The right to be among the first to rece* relief in times of disaster The right to be a useful member of sociery and to develop individual abilities The right to be brought up in a spirit of peace and universal brotherhood The right to enjoy these rights, regardlets of race, color, sex, religion, national or social origin. NOW THEREFORE BE IT RESOLVED thatthe County of Oakland will observe the "International Year of the Child" through sponsorship of a forum on parenting, renewed awareness of children's needs, support ofii ' legislation designed to benefit children and continuation of the County's presentjcommitment to improve the lives of children.
