HOOT, CHAIRMAN IN RE: COMMUNITY DEVELOPMENT APPLICATION AMENDMENTS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairman, Ladies and Gentlemen: WHEREAS, many projects and activities have been approved and funded in local communities participating in the County Community Development Program; and, WHEREAS, conditions often change in a community which either prevents or makes impractical completion of a project; and, WHEREAS, the Department of,410 -iising and Urban Development requires a T program amendment when project chihges exceed 10% of the total amount of Federal funding; and, WHEREAS, proposed changes requested by local units of government fbr the 1975 funding year exceed. the lb% maximumailoWed; and, WHEREAS, Public Hearings have been held on the proposed amendments • and the Community Development Advisory Coundil has recommended approval of such amendments, NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approve amendments to the 1975, 1976, 1977 and 1978 Community Development applications as shown on the attached listing. With the exception of two amendments, all activities are underway since they did not exceed our local 10% discretionary amount. The two activities not underway which cause us to exceed the 10% are: Highland Township Land Acquisition - 481.65 This activity involves the acquisition of property and a structure to be converted into a library and senior center. The property is centrally located, and the structure on the property is presently used as a church. The township wishes to purchase the property and structure, and use funds to also make the structure barrier free. The parcel is located in census tract 1113.01, 46% of this tract is low/moderate income. Oxford Township - Senior Center - $1,500.019, This activity involves the paying of rent for the use of a VFW Hall for senior citizen activities. Presently, the seniors must pay to rent this building, the township hopes to use Block Grant funds for the rent payment. The rental of this building is a pilot program for senior citizens. If it appears that there is enough interest and demand for a meeting facility, then the township will work at accruing dollars for the construction of a center. This activity will take place in census tract 1122, 36% of this tract is low/moderate income. Narrative Regarding the Reprogramming of Dollars in 1976 Application The Oakland County Community Development staff has reviewed the following proposed amendments. Staff has determined that each activity is eligible for funding through the Community Development Block Grant Program. Staff has reviewed the beneficiaries each activity and they feel confident that each activity satisfies the intent of the Act. These activities do not place Oakland County over the 10% discretionary amount, however, we do want to keep HUD and appropriate agencies aware of reprogrammed dollars. 1976 Application Community From Dollars To Dollars Hazel Park Administration $31,000.00 Administration $16,450.00 At the present time the City of Hazel Park is concentrating efforts in the area of code enforcement. The City Council determined that Administrative costs could be cut and dollars reprogrammed into code enforcement to assist in meeting city needs. This activity will be carried out in census tract 1007, 50% of the population are low and moderate income. Hazel Park Contingency $5,450.00 Contingency -0- The City Council determined that contingency funds would be reprogrammea. into code enforcement to assist in meeting city needs. Hazel Park Code Enforcement -0- Code Enforcement $20,900.00 The City Council has determined that code enforcement is a priority item in the city. This new activity has been added to the 1976 application and the beneficiaries are low and moderate income persons. NOTE: All Hazel Park amendments were discussed at the June 4, 1979 City Council Meeting. Highland Township Drainage $9,530.00 Land Acquisition $9,530.00 This land acquisition activity involves the acquisition of property and a structure to be converted into a library and senior center. The property is centrally located in the Township. Presently, the structure is being used as a church, relocation costs are included in estimated costs. Costs have exceeded the original allocation and the extra $4,000.00 will help cover expenditures. This activity will take place in census tract 1007, over 50% of the persons in this census tract are low and moderate income. .0 Hazel Park Administration $17,865.00 Administration $28,965.00 The City of Hazel Park has increased Administration costs because they have hired a consultant to assist in the administration of the Block Grant Program. The original allocation was not sufficient to cover these costs. Hazel Park Contingency $17,600.00 Contingency -0- The contingency funds will be reprogrammed into Park Development, Administration and Code Enforcement activities. Hazel Park Code Enforcement -0- Code Enforcement $2,500.00 At this time, the City of Hazel Park is concentrating its efforts in code enforcement. The City Council has determined that Contingency funds could best be used in the area of code enforcement. This activity will be carried out in census tract 1006, over 45% of this census tract's population are low and moderate income persons. NOTE: All Hazel Park amendments were discussed at the June 4, 1979 City Council Meeting. of this tract is low and moderate income. NOTE: This Highland Township amendment was discussed at the January 24, 1979 Township Board Meeting/Public Hearing. 2 Community From Dollars To Dollars Oxford Township Sidewalks $9,800.00 St. Improvements $9,800.00 This activity involves the blacktopping of roads in the Brabb-Dewey Subdivision. This subdivision is situated around a lake, houses are one-time cottages now year round dwelling units. The subdivision has evidence of poor road and drainage conditions, substandard housing, and various code violations. The Township is concentrating rehabili- tation efforts in this area and hopefully road improvements will instill the desire for owners to make other improvements. This activity is located in census tract 1122, with 36% of the population being low and moderate income persons. NOTE: This Oxford Township amendment was discussed at the January 17, 1979 Township Board/Public Hearing. White Lake Township Contingency $900.00 St. Improvements $900.00 This activity involves improvements to roads in several low and moderate income neigh- borhoods. The road conditions in many subdivisions are very poor; along with poor road conditions, neighborhoods evidence poor drainage, substandard dwelling units and code violations. Hopefully, road improvements will instill incentives to make further improvements. This activity is located in census tract 1112.02, with 32 % of the popula- tion being low and moderate income persons. NOTE: This White Lake Township amendment was discussed at the June 5, 1979 Township Board Meeting. Milford Township Elderly Project $1,815.00 Drainage $1,815.00 This activity has been given priority by the Township Board. The Moore/Park Lake Flume planning project was completed several months ago, and it is vital that improvements be made as soon as possible to alleviate the very poor drainage conditions. Therefore, all unspent dollars are being reprogrammed to complete the activity. The activity involves land acquisition for easement purposes. This activity will take place in census tract 1056 where 35% of the population are low and moderate income persons. NOTE: This Milford Township amendment was discussed at the April 25, 1979 Township Board Meeting. MEB/sjb 2 Community From Dollars To Dollars Highland Township Drains $6,000.00 Land Acquisition $6,000.00 This land acquisition activity involves the acquisition of property and a structure to be converted into a library and a senior center. The property is centrally located In the Township. Presently, the structure is being used as a church, relocation costs are included in estimated costs. The parcel is located in census tract 1113.01, 46% of this tract is low and moderate income. Highland Township Loan & Grants $6,007.00 • Land Acquisition $6,007.00 This loans and grants activity has been eliminated from the Highland Township budget. Loans and grants money will be available directly through the County Rehabilitation Program. Therefore, all beneficiaries will remain the same. This land acquisition activity involves the acquisition of property and a structure for a library and senior center. (See above narrative). Highland Township Street Lights $2,100.00 Land Acquisition $2,100.00 Highland Township has placed a priority on the land acquisition activity (as referenced above). All unspent dollars are being reprogrammed into the land acquisition activity. NOTE: All Highland Township amendments were discussed at the January 24, 1979 Township Board Meeting/Public Hearing. Milford Township Land Acquisition $5,100.00 Drainake $5,100.00 The drainage activity has been given priority by the Township Board. The Moore/Park Lake Flume planning project was completed several months ago and it is vital that impro- vements be made as soon as possible to the drainage conditions. Therefore, all unspent dollars are being reprogrammed to complete the activity. The activity involves land acquisition for easement purposes. This activity will take place in census tract 1056, over 35% of this population is low and moderate income. Milford Township Park Development $500.00 Drainage $500.00 (See narrative above). NOTE: All Milford Township amendments were discussed at the April 25, 1979 Township Board Meeting. Northville County Contingency $10,000.00 Park Development $10,000.01 The City of Northville had an activity not approved in 1977, therefore, funds were placed in the Oakland County Contingency account. Now, the City of Northville has requested that the funds be used to develop a park in the City. The park itself is 3 located in the Wayne County section of the city. Based on the new regulations and HUD correspondence, this activity is eligible. The activity will directly benefit low and moderate income persons living in the area. This activity involves the develop- ment of a recreation facility known as Ford Field. NOTE: The City of Northville took this action at a Board Meeting on May 29, 1979. Oak Park Park Development $4,500.00 Beautification $4,500.00 The City of Oak Park places priority on the continuation of the Beautification project along the Nine Mile Road corridor. The park development activity has been cut since the city has determined that lighting is not needed immediately. This activity takes place in census tract 1012, and 1014 where over 35% of the population is low and mod- erate income. NOTE: The City of Oak Park amended the application at the June 4, 1979 City Council Meeting. White Lake Township Land Acquisition $17,000.00 St. Improvement $17,000.00 This activity involves improvements to roads in several low and moderate income neigh- borhoods. Poor drainage conditions, substandard dwelling units and code violations are typical of the neighborhoods proposed. The Township hopes that road improvements will trigger further improvements on the part of the homeowner. This activity will take place in census tract 1112.02. White Lake Township Contingency $9,165.67 St. Imfl.rovement $9,165.67 (See narrative above). NOTE: The White Lake Township amendment was discussed at the June 5, 1979 Township Board Meeting. Wolverine Lake Village Loans & Grants $6,800.00 Park Development $6,800.00 The Village of Wolverine Lake will draw loans and grants dollars from the County Housing Rehabilitation fund. This will free $6,800.00 for the Village to continue developing the park. Several allocations of Block Grant funds have been expended by the Village of Wolverine Lake for the purpose of acquiring property for a park. The acquisition activity has been completed and the Village is now prepared to develop the park. These reprogrammed dollars will be used to develop the park. This activity is taking place in census tract 1059, where 30% of the population is low and moderate income. NOTE: The Village of Wolverine Lake Council discussed this amendment at the June 6, 1979 Council Meeting. 4 Independence Township Loans & Grants $6,237.60 Rehab. Sr. Bldg. $6,237.60 Independence Township will draw loans and grants dollars from the County Housing Rehabili- tation fund. This will free $6,237.60 for the Township to continue work on their Senior Center. Past years allocations have been used by the Township to develop a Senior Center. That activity has been completed, however, adjacent to the Senior Center exists an old barn-type structure. The Township plans to rehabilitate and develop this structure into an Arts and Crafts Building to be used in conjunction with the Senior Center. This Arts and Crafts Building will be used exclusively by the senior citizens. This activity will benefit low and moderate income persons. The activity will take place in census tract 1116.02 where 297. of the population are low and moderate income. NOTE: Independence Township Board discussed this amendment at the June 5, 1979 Township Board Meeting. These activities do not place Oakland County over the 10% discretionary amount, however, we do want to keep HUD and appropriate agencies aware of reprogrammed dollars. 1978 Application Community From Dollars To Dollars Village of Clarkston County Contingency $10,000.00 Planning/ $2,500.00 Management Sidewalks $5,500.00 Hydrants $2,000.00 The Village of Clarkston submitted their 1978 application with the other 45 communities for 1978 funding. Their activity was not approved by HUD, therefore, the $10,000.00 allocation was placed in the County Contingency fund. The Village of Clarkston has now submitted an approvable application. They request funding for the folllowing activities: 1) Planning and Management The Village of Clarkston is preparing an application to the History Division to become a recognized Historical Village. In keeping with the character of the Village they are allocating $2,500.00 to the hiring of an Architect/Planner to prepare plans for the downtown area. These plans will include schematics for commercial uses, traffic devirsions, parking alternatives, etc. The Village plans to use 1979-1980 funds to continue this activity. 2) Sidewalks This activity involves the construction of sidewalks on Miller and Holcomb Road. Of the houses fronting on these streets, over 50% of the persons in these houses are senior citizens on fixed income. Sidewalks are vital to link these houses with the nearest shopping area. This Village plans to use 1979-1980 funds to continue this activity. 3) Hydrants This activity involves the purchase and installation of fire 2 Community Clawson -0- $25,000.00 66,350.00 15,000.00 13,000.00 8,000.00 33,000.00 4,000.00 NOTE: The and hydrants near Mill Pond. These hydrants will serve a predomi- nantly elderly population. Over 507 of the persons living in this immediate area are over 60 years of age and on fixed income. This activity is viewed as an "urgent need." Documentation is available in the Oakland County office verifying this need. Village of Clarkston discussed these amendments at the January 22 25 Council Meeting/Public Hearing. From Planning/ Management Loans & Grants Administration Contingency Dollars To Dollars $3,000.00 Fire Facility $96,800.04 86,800.00 3,000.00 4,000.00 The City of Clawson has designated a Neighborhood Strategy Area (NSA) in their 1979- 1980 application. This NSA evidences blight, deteriorated housing stock, poor road and drainage conditions, code violations and obsolete public facilities. The City Council has designated the fire facility need as a priority. All of the 1979-1980 Block Grant funds will be expended on this fire facility. The reprogramming of 1979- 1980 funds will not create a loss to other vital improvements. The Planning and Manage- ment, Administration and Contingency allocations are not considered priority activities. The loans and grants activity, also a priority activity in the city will continue by expending funds from the Oakland County Housing Rehabilitation pool. All beneficiaries will be satisfied. NOTE: The City of Clawson Council discussed these amendments at elle June 5, 1979 Board Meeting. Hazel Park Sidewalks Beautification Park Development Land Acquisition Planning/ Management Loans & Grants Administration Code Enforcement Rehab. Corn. Center $15,000.00 15,000.00 10,000.00 40,000.00 15,000.00 37,350.00 52,000.00 -0- -0- Sidewalks Beautification Park Development Land Acquisition Planning/ Management Loans & Grants Administration Code Enforcement Rehab. Corn Center 20,000.00 The amendments proposed by the City of Hazel Park, compliment amendments proposed in years 1976 and 1977. The City of Hazel Park is concentrating all its energies in the areas of code enforcement, community center, park development and beautification. The park development activity has continued, however, funds originally allocated were not sufficient to cover costs. The Beautification activity has exceeded anticipated costs. 3 Code Enforcement has been an on-going activity and the community center rehabilitation work has continued to exceed anticipated costs. NOTE: All City of Hazel Park amendments were discussed at the June 4, 1979 City Council Meeting. Community From Dollars To Dollars Highland Township Drainage $ 5,000.00 Land Acquisition $ 5,000.00 Park Development 23,900.00 Land Acquisition 23,900.00 Loans & Grants 15,000.00 Land Acquisition 15,000.00 The Highland Township proposed amendments reinforce the priority the Township Board has placed on the Land Acquisition activity. All unspent Block Grant funds are being repro- grammed into the acquisition and development of this library and senior center facility. NOTE: All Highland Township amendments were discussed at the January 24, 1979 Township Board Meeting/Public Hearing. Independence Township Loans & Grants $15,000.00 Rehab. Sr. Bldg. $15,000.00 The County Housing Rehabilitation fund will be used to rehabilitate houses in Independence Township. This allows the Township to use funds for the purpose of rehabilitating a building adjacent to the senior center. The Township plans to rehabilitate and develop this structure into an Arts and Crafts Building to be used in conjunction with the Senior Center. NOTE: Independence Township Board discussed this amendment at the June 5, 1979 Township Board Meeting. Milford Township County Contingency $17,700.00 Drainage $17,700.00 The activity originally submitted with the Milford Township 1978-1979 application was rejected by HUD. The funds allocated to Milford Township were placed in the County Con- tingency fund. The Township of Milford has given priority to the Moore/Park Lake Flume project. All unspent dollars are being reprogrammed into this project. This activity involves land acquisition for easement purposes. NOTE: This Milford Township amendment was discussed at the April 25, 1979 Township Board Meeting. Northville County Contingency $10,000.00 Park Development $10,000.00 The City of Northville had an activity not approved in 1978, therefore, funds were placed in the Oakland County Contingency account. Now, the City of Northville has requested that the funds be used to develop a park in the city. The park itself is located in the Wayne County section of the city. Novi Public Works $12,000.00 Senior Center $12,000.00 The City of Novi has placed priority on the removal of architectural barriers at the senior center. Funds are being reprogrammed into this activity due to the urgency of the senior center activity. At the present time, the City of Novi is renting space for a senior center. The building is programmed to be demolished very soon, therefore, the seniors must move into another facility. The City of Novi has decided to convert a school gymnasium presently owned by the City, into a senior center. Therefore, the gymnasium must be made barrier free. The urgency involved is: the seniors will remain in the present location until the gymnasium is ready, however, the landlord will not provide any heat in the present location, so it is imperative that the senior center (gymnasium) be completed prior to cold weather. NOTE: The City of Novi discussed this amendment at the March 19, 1979 Council Meeting. Oakland Township County Contingency $21,400.00 Walkways $21,400.00 The original application submitted by Oakland Township for 1978-1979 funding was denied by HUD. Oakland Township funds were placed in the County Contingency fund. In the 1979- 1980 application, Oakland Township has designated an NSA in the Goodisot; area. The 1979-1980 funds will be used to begin construction of the walkway system in this NSA. The Township proposes that 1978-1979 funds also be used on this walkway activity. NOTE: The Oakland Township Board discussed this amendment at the March 13, 1979 Board Meeting/Public Hearing. Oak Park Code Enforcement $12,500.00 Beautification $12,500.00 Loans & Grants 15,000.00 Beautification 15,000.00 Contingency 5,000.00 Beautification 5,000.00 The Oak Park number one priority has been to complete the Beautification activity along Nine Mile Road. The original allocations have not been sufficient to cover costs, a total of $37,000.00 additional are needed to continue the activity. All unspent funds are being reprogrammed into the Beautification activity. NOTE: The Oak Park City Council discussed these amendments at the June 4, 1979 Council Meeting. Springfield Township Contingency $3,000.00 Clearance $3,000.00 S Springfield Township presently has three structures which need to be demolished. There exists one house and two commercial uses all which are vacant. The owner of the house is elderly, in a nursing home with no money to pay for the demolition. Three or four years ago the buildings were condemned for the first time. The two commercial uses are on a single piece of property. Both buildings have been condemned, the owner simply will not tear the buildings down. The three buildings have gone through the Township condemnation process and demolition is estimated at $2,950.00 NOTE: The Township of Springfield discussed this amendment at the June 6, 1979 Township Board Meeting. Dollars $5,000.00 Community From Dollars Independence Township Contingency $5,000.00 To Fire Hall Construction Independence Township is reprogramming dollars into Fire Hall Construction. The pur- pose of this activity is to construct a fire hall in census tract 1116.03. This involves the construction of an addition to the existing fire station in Woodhull Lake. The addition to this station includes sleeping bays at the station. This census tract includes a large concentration of low and moderate income persons. NOTE: The Independence Township Council discussed these amendments at the June 5, 1979 Board Meeting.
