HomeMy WebLinkAboutResolutions - 1979.10.31 - 12481PP November I, 1979 Miscellaneous Resolution BY: PUBLIC SERVICES COMMITTEE - Henry William Hoot, Chairman RE: Michigan Youth Program FY-1980 TO: OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution 116546 applied for and was granted the designation as prime sponsor by the U.S. Department of Labor to administer the provisions of the Comprehensive Employment and Training Act of 1973; and WHEREAS the Bureau of Employment and Training of the Michigan Department of Labor has solicited proposals for the FY-1980 Michigan Youth Program from prime sponsors and balance of state prime sponsors in Michigan; and WHEREAS the Michigan Youth Program totally emphasizes on-the-job training leading to permanent unsubsidized employment; and WHEREAS Oakland County has extensive experience in operating and admin- istering numerous employment and training programs including an effective on-the-job training component and several youth programs; and WHEREAS Oakland County's past success in providing on-the-job training is evidenced by 74% of the FY-I979 participants who entered unsubsidized employment upon completion of their training in private industry. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commis- sioners authorize the application to the Michigan Department of Labor for $200,000 in the FY-I980 Michigan Youth Program and approve the utilization of those funds according to the attached program design contingent upon approval of the grant by the Michigan Department of Labor. BE IT FURTHER RESOLVED that a quarterly written report for review of performance objectives will be submitted to the Public Services Committee of the Oakland County Board of Commissioners. BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners be and is hereby authorized to sign said contract with the Michigan Department of Labor for an amount not to exceed that indicated in the attached budget. PUBLLC SERVICES COMMITTEE (-1 / 9-La6 Henry WilPkam Hoot, Chairman 1 HERER','' APPROVE THE FQR NO RESOLU1.:. /03/79 ,619.0) OAKLAND COUNTY PUBLIC SERVICES DEPARTMENT EMPLOYMENT AND TRAINING DIVISION M1CHiGAN YOUTH PROGRAM FY-1980 The Michigan Youth Program is a state funded project designed to provide on-the-job training to out of school youth ages 16-24 who are from low income families. This training in private industry will be complemented by employability skills training in a structured,well supervised group setting. Trained staff will provide voca- tional counseling and assist youth in identifying their occupational interests, aptitudes, and skills. Youth will learn job seeking skills including application procedures and interview techniques and job retention skills which focus on per- formance factors such as skill acquisition, motivation, attendance, and responsive- ness to supervision. The primary goal of the program is to assist youth in achieving permanent unsubsidized employment. The purpose of this resolution is to obtain the Public Services Committee's approval and recommendation to the Board of Commissioners of the program design and appli- cation to the Michigan Department of Labor for $200,000 in the Michigan Youth Program. Employment Opportunities A. Development of 60 on-the-job training positions between January 1, 1980 and September 30, 1980 B. All on-the-job training positions would pay a minimum of $3.50 per hour C. Training positions would be developed based on long term labor market demand and compatibility with participants interests and abilities. 2. Enrollment Objectives A. Enroll 90 eligible participants between January 1, 1980 and March 31, 1981. B. Target group objectives 1. Females 50% of total enrollment 2. Handicapped 5% of total enrollment 3. Minorities 30% of total enrollment 3. Termination Objectives A. Entering Unsubsidized Employment 75% B. Other Positive Terminations (ex. school) 10% C.
