HomeMy WebLinkAboutResolutions - 1979.10.31 - 12488November 1, 1979 Miscellaneous Resolution No 9193 BY PUBLIC SERVICES COMMITTEE, Henry William Hoot, Chairman IN RE; EMS/DISASTER CONTROL DIVISJON - TRAINING EQUIPMENT RENTAL POLICY TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS, the Oakland County Emergency Medical Services/Disaster Control Division has secured training equipment to be utilized in training emergency medical care procedures to Jay and professional personnel; and WHEREAS, such training equipment is utilized by agencies and individuals who charge a fee to participate in certain training programs; and WHEREAS, the Oakland County Council for Emergency Medical Services has recommended the establishment of a training equipment rental policy for those agencies or individuals charging fees for enrollment; and WHEREAS, no rental fees shall be charged for programs which do not charge an entrance fee; and WHEREAS, for purposes of accounting and replacement, the training equipment will be transferred to the Oakland County Equipment Fund; and WHEREAS, the Emergency Medical Services/Disaster Control Division will be charged for the use of such equipment NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the Emergency Medical Services/Disaster Control Division Training Equipment Policy consistent with the attached program summary . The Public Services Committee, by Henry William Hoot, Chairman, moves the adoption of the foregoing resolution PUBLIC SERVICES COMMITTEE / OAKLAND COUNTY EMS/DISASTER CONTROL DIVISION FOUTPMENT RENTAL POLICY The Oakland County Emergency Medical Services/Disaster Control Division is instituting a new policy regarding the rental of training equipment to outside agencies, The EMS/Disaster Control Division iv conjunction with the Oakland County Council for Emergency Medical Services has determined that this new policy be implemented in the following manner: The EMS/Disaster Control Division will require a nonrefundable daily rental fee on. all equipment checked out by any agency or individual that charges a sum of money as a prerequisite to participate in that organization's program. neve will be no daily rental Fee for programs operating on a strictly volunteer basis. The money collected will be used to cover the costs of routine equipment maintenance and replacement. In the past, the Oakland County EMS/Disaster Division has experienced considerable difficulty with equipment being returned later than the time specified by the borrowing agency. This practice causes considerable difficulty during or of heavy scheduling, when a day's delay in returning equipment may lead to the cancellation of someone else's class, due to lack of resources. In order to eliminate this problem, all agencies wishing to use FMS materials will be asked to name a definite date and time by which they plan to return all rented or borrowed equipment. The EMS/DC office will have a register book that is to be signed and dated, both at the time or checkout and return, by whoever is using the equipment. The register book will contain a space for comments. Any equipment malfunctions or defects should be noted there. Also, note suggestions for ways in which the Oakland County EMS/DC Division may bettor serve the public, The transportation of equipment, both to and from the training site, will be provided by the agency using the equipment, The agency using the equipment will be responsible for the cleaning of equipment after each training session. The supply or all disposable parts, such as inflatable lungs and recording-Anfw graph paper, shalt he furnished by the agency using the equipment. The EMS/Disaster Control office can provide a list of medical supply firms carrying these supplies. In the event of extraordinary damages as determined by the EMS/DC Division), the responsible party will be assessed 100 percent of the cost to repair such damage. In the event of lost items, the responsible party will be assessed 100 percent of the unamortlsed replacement cost.
