Miscellaneous Resolution 9119 Date September 13, 1979

IN RE : Oakland County Unemployment Rate Review Request
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS:
Mt. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Cbmmissioners by Miscellaneous
Resolution No. 6546 applied for and was granted the designation as Prime Sponsor
by the U. S. Department of Labor to administer the provisions of the Comprehensive
EMployment and Training Act of 1973; and
WHEREAS the Department of Labor is using unemployment data received
from the Michigan Employment Security Commission during the period June, 1978
through May, 1979, during which time Oakland County did not reach or exceed the
Area of Substantial Unemployment (ASU) level of 6-1/2% and the Department of
Labor determines C.E.T.A. funding levels based on unemployment; and
WHEREAS the time lag when Congress appropriates funds and when
they are expendable at the Prime Sponsor level varies between six and nine
months; and
WHEREAS Oakland County's economy is closely tied to the Automotive
Industry (manufacturing and related suppliers) which is currently undergoing
substantial layoffs and, therefore, not reflected in the June, 1978 - May, 1979
unemployment review period.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approve the Employment and Training Division's desire to request
consideration of the Oakland County C.E.T.A. funding levels by the members of
the U. S. Congress representing Oakland County.
BE IF FURTHER RESOLVED that the members of Congress consider the
following:
1. Advance funding for the recession pockets in Oakland County
2. Establish a forecast system in the use of unemployment
statistics
3. Re-examine the calculations used for unemployment statistics
in Oakland County
The Public Services Cbmmittee, by Henry William Hoot, Chairman,
moves the adoption of the foregoing resolution.

ET:: Area of Substantial Unemployment (ASU) Redefinition
Effective January 1, 1979, the Department of Labor issued new guidelines in defining
areas of substantial unemployment. Previously the unemployment was based on place
of employment and as of January 1, it is based on applicant's residence. The base
period that the Department of Labor is using is June of 1978 through May of 1979.
This redefinition of ASUis for Oakland County will affect funding levels in C.E.T.A.
Titles II-ABC, II-D, iv - Youth EMployment &Training Program (YETP), and VI.
TWo types otASU's are:
a. ASU - 12 - 12 continuous months above 6.5%
b. ASU - 3 - 3 continuous months above 6.5%
The following information has been received from the Michigan Employment Security
Cbmmission.
