HomeMy WebLinkAboutResolutions - 1979.09.13 - 12529• September 13, 1979 9113 Miscellaneous Resolution # BY: PUBLIC SERVICES COMMITTEE, Henry William Hoot, Chairperson IN RE: ACCEPTANCE OF EMS 1204-1 GRANT AWARD TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners, by Miscel- aneous Resolution #8816, authorized the filing of an aPplication to the Department of Health, Education and Welfare for 1204-1 funds as part of the Southeastern Michigan Regional grant application; and WHEREAS the Oakland County Division of Emergency Medical Services/ Disaster Control has been advised by the Southeastern Michigan Council for Emergency Medical Services that Oakland County has been allocated $45,820; and WHEREAS the Oakland County Council for Emergency medical Services has recommended significant programmatic changes in its revised budget (attached); and WHEREAS the office of the Federal and State Grant Coordinator has reviewed the EMS/DC Division Grant as approved by the Department of Health, Education and Welfare and finds the grant for $45,820 does not vary more than ten (10%) percent from the $44,900 in the original grant application; and WHEREAS no county funds are necessary as match; and WHEREAS the grant further provides that Oakland County enter into a contractual agreement with the Southeastern Michigan Health Officers Association, fiscal agent for the Southeastern Michigan Council for Emergency Medical Services; and WHEREAS the Oakland County Council for Emergency Medical Shervices has recommended acceptance of the aforementioned Provisions consistent with the attached program summary and budget. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accept the Emergency Medical Service Grant to be utilized consistent with the attached program summary and budget; and BE IT FURTHER RESOLVED that Oakland County enter into a contractual agreement with the Southeastern Michigan Health Officers Association, fiscal agent For the Southeastern Michigan Council for Emergency Medical Services; and BE IT FURTHER RESOLVED that the Chairperson of the Oakland County Board of Commissioners be and is hereby authorized to execute the necessary documents; and BE IT FURTHER RESOLVED that the Manager of the Emergency Medical Services/ Disaster Control present written quarterly progress reports to the Public Services Committee. The Public Services Committee, by Henry William Hoot, Chairman, moves the adoption of the foregoing resolution. DRAFT 6/29/79 ATTACTU'!ENT III f * July 12, 1979 - Approved by Medical Control Committee July 19, 1979 - Approved by OAKEMS OAKLAND COUNTY EMS EVALUATION SPECIALIST JOB DESCRIPTION DISTINGUISHING FEATURES OF THE CLASS The employee in this class is responsible for the initial development, implementation and coordination of a complete EMS System evaluation pro- gram. In this capacity, it will be necessary for this individual to coor- dinate with various EMS providers, committees and other agencies in the development of a proper data collection format. Initially this individual will also be responsible for ensuring voluntary comnliance by all ALS providers. This employee will serve as liaison staff between the County Data Processing Unit and the established EMS Review and Audit Committees. This employee is also responsible for developing comperhensive reports to be utilized for system adjustment and reporting statistics. Examples of Work Performed Months 1-6 Redefine objectives/timetable Meet with EMS providers to ensure compliance with existing forms and determine revisions. Meet with Data Processing personnel to ascertain existing capabilities and limitations. Develop methodology Undergo DP training to become familiar with DP system. 6-12 Months (Ongoing) Implement evaluation program Develop reports as required/requested Serve as staff to Review and Audit Committee Perform on-site clinical evaluations Provide input to EMS staff or committees as required/necessary Required Minimum Qualifications 1. A Bachelor's Degree from an accredited college or university with a major in Nursing. 2. A valid Michigan Driver's License. 3. ACLS certification within first six months of employment. 4. Adminintrative experience within EMS field. Additional Desirable Qualifications 1. Considerable work experience in a multi-faceted EMS system. 2. Considerable knowledge of and experience in working with equipment utilized in delevering emergency medical services. 3. Considerable ability to develop evaluation programs, compile sta- tistics, decipher pertinent information, and present oral and written operational, financial and other types of departmental reports to officials and other interested groups or individuals. 6 • f September 13, 1979 #911 3 Moved by Hoot supported by DiGiovanni the resolution be adopted.
